PASS - Human Resource Services Officer


The Waterloo Catholic District School Board serves over 38,000 learners and provides services to students in 50 schools (Kindergarten to Grade 12 and adult learners) across the Waterloo Region.


The Board conducts intentional recruitment and selection as it seeks to achieve a state of greater equity for employees and students and to diversify its workforce.


General Description of Duties:


The successful incumbent will report to the Human Resources Manager and will also work closely with the Manager of Labour Relations.

This postion is accountable for a client group(s) portfolio and be responsible for direct administration of human resource functions.

Some functions of this role include:

  • Provide customer service to employees and managers and supervisors on Collective Agreement administration of related collective agreements that includes; recruitment, onboarding, hiring, layoffs, transfers, leaves of absence, retirements, resignations and staffing processes, payroll transactions and participate as management representaive in the collective bargaining process;
  • Review and analyze client group data to ensure casual/supply rosters are adequate. Work closely with Recruitment Specialist on meeting client group recruitment needs are achieved.
  • Guide managers and supervisors on workplace investigations to resolve disputes, conflict or identify harassment. Provide guidance and assist in directing and imposing progressive discipline in accordance with Board policies;
  • Provide direction and support on labour relations matters that may arise, including attending labour management meetings, taking notes, participating in grievance processes up to and including attending arbitrations, mediations or other legal forums;
  • Supervise and direct an Administrative Assistant as well as prioritize schedules and workloads to meet timelines;
  • Ensure client group data transactions are accurate and recorded timely reflected in HRIS system and electronic personnel files are updated accordingly;
  • Provide recommendations of workflow improvements/enhancements that could improve customer service levels for employees and managers and supervisors;
  • Administrator for the Waterloo Catholic District School Board's Benefit Trusts and Long-Term Disability (LTD) plans for your applicable client groups;

Minimum Requirements**:


  • Post secondary degree or diploma in a related field, e.g. human resources, labour relations or business administration or comparable work experience.
  • 3 years' related experience
  • Knowledge of Microsoft Office products
  • Superior customer service skills when interacting with employees and managers and supervisors and senior staff
  • Strong technical writing skills. Proven ability to create system and process documentation in a clear and concise manner.
  • Superior time management skills; strong ability to prioritize and follow through on deliverables

Desirable Assets:


  • School Board experience
  • Experience in a unionized setting

Salary Range:
PASS - Level 6, $72,821 - $85,673 per year in accordance with the PASS Terms of Employment


Hours of Work:
Permenant full-time: 35 hours per week / 52 weeks per year
