    Job Summary:
    The Senior Director of Strategic Policy, Planning and Quality (SPPQ) oversees and is responsible for the overall management of the department. Responsibilities include the overall planning, coordination, development and implementation of team priorities and projects. The individual plays a pivotal role in supporting visionary leadership and leads the implementation of immediate, intermediate and longer-term goals across assigned program areas while developing strategic policies, planning and quality frameworks and processes.

    Qualifications:
    Persons of First Nations ancestry will be given preference (OHRC, Part II, Special Employment).
    Ability to communicate in one of the First Nations dialects in the Sioux Lookout Zone is an asset.
    Master's Degree preferred in Business Administration, Public Policy, Quality Management, Social Work, Social Sciences or related field, or an equivalent combination of education and work experience.
    Ten or more years of progressive experience in the health sector, which may include direct client service delivery, service delivery planning, strategic policy development, evaluation and change management.
    Five or more years of experience leading, supervising and managing multi-disciplinary teams.
    Experience with contract negotiation, procurement, and management.
    Experience developing, managing and monitoring budgets and expenditures.
    Experience working with and building healthy rapport with First Nations and partners.
    Experience, knowledge, and awareness of the social complexities of Northern and remote First Nations and First Nation ways of learning, traditions, cultures, values, health systems and intergenerational impacts of government policies
    Comprehensive understanding of the health policies, standards and relevant legislation.
    Relationship building and management skills, including excellent listening, verbal, written and interpersonal communication skills.
    Exceptional analytical, problem-solving, and decision-making skills.
    Ability and willingness to travel, at times extensively, and to work evenings and weekends.
    Proficient in MS Office (Word, Excel, Outlook and PowerPoint).
    Ability to complete the duties of the position on a regular basis.

    Roles and Responsibilities:
    Lead the development and implementation of strategic policies to align SLFNHA with its long-term objectives.
    Oversee the implementation of the strategic management framework, planning processes, including goal setting, action planning, and performance measurement.
    Support the organizational alignment and efficiencies plan
    Collaborate with senior management and executive team to ensure alignment with organizational goals.
    Monitor progress on strategic priorities and make adjustments as needed to ensure goals are met.
    Facilitate the integration of workplans across various departments and teams.
    Co-develop communication strategies to inform internal and external stakeholders about the organization's policies and initiatives.
    Build and lead a high-performing team, providing guidance, mentorship, and support.
    Support and foster a culture of continuous learning, innovation, and collaboration within the organization.
    Identify potential risks related to policy changes, planning, or quality issues and develop mitigation strategies.
    Ability to think analytically at a strategic level while working well under pressure in fast-paced, high stress work environment where priorities change frequently.
    Continuously identify critical issues and establish realistic goals to address these issues.
    Demonstrated ability to work in a respectful and collaborative way with team members.
    Able to work independently as well as working within a team environment.
    Ability to maintain a high level of confidentiality.

    Leadership and Vision
    Works as a collaborative, senior management team, ensuring a healthy, holistic, culturally rooted and productive work environment where employees work together to achieve individual, departmental and organizational goals.
    Communicates a positive future for the organization in ways that gain the support of others.
    Ensures the SPPQ Team remains well-informed and apprises them on emergent issues.
    From time to time, participates in special projects, as assigned by the CEO & President.
    Promotes the ongoing growth and development of employees, ensuring practices and processes remain current and rooted in Anishinabe ways of knowing.
    Attends work-related conferences, seminars and workshops as requested.
    Board and Governance Relations
    Works closely with the CEO & President to support the Board of Directors, Chiefs Council on Health (CCOH), Tribal Councils, Sioux Lookout area Chiefs and Elders Advisory Council in providing regular updates, strategic recommendations and support in governance matters.
    Attends all scheduled board/governance meetings.
    Supports planning and attends the SLFNHA Annual General Meeting, including oversight of the Resolutions Committee.
    Improve accountability to leadership throughout the development of a First Nations-focused reporting and accountability framework.
    Ongoing and comprehensive reporting to leadership on directions provided based on community concerns, Chiefs Resolutions and Motions from the Board and CCOH.

    Human Resources
    Sets clear performance expectations and provide regular feedback to team members.
    Oversees the performance management, recruitment and retention of all employees.
    Determines staffing resources, succession planning, training and development needs.
    Ensures employees are adequately trained to fulfill the duties and responsibilities related to their positions.
    Ensures employees are aware of and understand the SLFNHA policies and procedures.
    Ensures adherence to these policies and procedures by employees.
    Responsible for the assignment of work, coaching and mentoring, approving leave, responding to grievances, conducting Workplace Incident Inquiries, and initiating progressive discipline processes as required.

    Financial Management and Oversight
    Manages operational budgets and expenditures within approved budgets.
    Identifies potential funding sources, prepares grant proposals, and cultivates relationships with funding partners.
