The two positions listed in this posting are both part of the Planning & Capital Program section in the Transportation Services Division.

The section provides central management and oversight of planning, development, and budget coordination for projects, programs and infrastructure assets that make up Toronto's street network.


The permanent vacancy is in the Asset Management unit. The unit is accountable for establishing, maintaining and managing inventories for transportation infrastructure assets, including roads, bridges, sidewalks, culverts, retaining walls, guiderails and crash systems, and, green infrastructure, including attributes and conditions, environmental requirements, and, state of good repair maintenance and capital programs.

The 24-month vacancy is in the Area Transportation Planning unit. The unit is accountable for developing plans and strategies to achieve the appropriate balance of multi-modal mobility, multi-modal site access and placemaking on Toronto's streets in a context-sensitive manner. This unit leads the Neighbourhood Streets Plan program, leads or co-leads Transportation Master Plans, and represents the Division in interdisciplinary planning studies, such as Secondary Plans and special initiatives like the High Park Movement Strategy.


Major Responsibilities:

The primary functions associated with these positions include, but are not limited to the following:

  • Project Management_
  • Leads the development, implementation, monitoring, and evaluation of projects and programs in a manner that is consistent with best practices and negotiated contracts, as well as City policies, plans, and strategies.
  • Leads stakeholder engagement with staff of other City divisions, agencies, boards, commissions, community groups, and other levels of governments on projects and policies.
  • Leads, coordinates and/or provides input on procurement processes, including preparation of purchase documents, evaluation of bids and submissions, recommendations for award, negotiation, and execution of contracts.
  • Develops and coordinates new Service Level Agreements, Project Charters and other Inter-Divisional Agreements.
  • Reviews, tracks, evaluates, and is accountable for the work performance of external service providers with respect to contract governance and management, contract requirements, project scope, schedule adherence, cost containment, completion of required tasks, and quality of deliverables.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations, processed and documented in compliance with City and Division policy as well as the Construction Act, and are tracked according to spend rates.
  • Technical Knowledge_
  • Conducts technical problem investigations, performs site visits and inspections, participates in conducting studies and commenting on technical reports (including drawings and specifications), and provides detailed recommendations and advice that is in alignment with municipal best practices, industry guidelines, and applicable regulations.
  • Conducts projectspecific and ongoing technical research into assigned areas ensuring that such research takes into account developments within the field, City policies and practices, applicable legislation and initiatives by other levels of government.
  • Maintains stateofpractice knowledge in field of work, such as asset management, the environmental and planning, including comparable peer cities and regulatory proposals and changes by other levels of government that may impact the City of Toronto.
  • Assesses current practices and improves procedures and protocols in collaboration with City divisions through comprehensive knowledge of City Policies and Guidelines.
  • Teamwork and Supervision_
  • Works with interdivisional, interdisciplinary and interagency teams and consultation processes to plan toward and support project and program delivery while addressing political, community, business and other stakeholder interests.
