Reporting to the Program Manager of the Asset Management, Environment and Energy Unit within CPDD, the Project Manager of Energy is responsible for the effective management of major energy


Major Responsibilities:


Responsibilities of The Project Manager of Energy include:

  • Develops, plans, coordinates and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Identifies energy conservation market opportunities and carbon emission reduction opportunities. Conducts analysis, promotes funding/financing, develops promotional and outreach strategies and tools and supports the implementation of approved plans in consultation with major stakeholders.
  • Manages a team of staff, contractors and/or consultants on a project basis to effectively implement energy efficiency aspects of construction projects, major renovations, rehabilitation and alterations.
  • Identifies the present physical conditions and maintenance deficiencies as a basis for future capital budgets at City owned buildings.
  • Develops long term planning for each location based on technical assessment of specific building conditions and needs.
  • Develops and implements the asset management program and related information systems, takin account demand for programming, current policies, financial targets and community
  • Assists the Program Manager with consultations and negotiations with City divisions, agencies, boards and commissions, regarding the evaluation and prioritization of all capital project requests related to asset preservation and conservation.
  • Provides advice, guidance and technical assistance in the development of construction and renovation programs and on building management, such as preventative maintenance and energy conservation.
  • Reviews assessments conducted with client groups in order to ensure that capital requirements are addressed accordingly during the budget cycle.
  • Estimates short and long term financing requirements for the City and reviews the adequacy of reserves and cash flow requirements.
  • Establishes and maintains long term forecasts (510 years) for capital and maintenance work.
  • Prepares prequalification documents to ensure that qualified bidders are obtained to meet the Corporation's accepted standards for specialized project.
  • Prepares contract documents for tender.
  • Evaluates tender documents and consultant proposals and makes recommendations for Council approval.
  • Schedules building inspections, prepares condition assessments, and prioritizes projects.
  • Coordinates all documentation, including all correspondence from architects, engineers, building inspectors, contractors and subcontractors.
  • Inspects and supervise work in progress by contractors and staff to ensure effective implementation of energy efficient projects.
  • Ensures that all work is executed in accordance with relevant legislation, including compliance with Corporate building and maintenance standards.
  • Develops, prepares and monitors schedules, graphs and maintains accurate records of development and budget on all assigned projects.
  • Ensures that project expenditures are controlled and maintained within approved budget limitations.
  • Develops technical specifications and standards for consultant use, and monitors industry changes and innovations to ensure these documents meet industry standards.
  • Prepares briefing notes, reports, power point presentations and other project or program, related documents.
  • Attends Council, committee and community meetings as required.
  • Represents the City on various technical committees including staff and citizen groups.
  • Analyzes the impact of project deferrals and develops business cases for client groups in order to ensure that facility requirements are addressed accordingly and in a timely manner by City Council.
  • Assists in the resolution of delay claims and disputes that may arise through the execution of construction activities in the event of disputes and litigation.
  • Monitors all construction projects as it relates to Health and Safety regulations and maintains records on infractions and accidents in the event of litigation.
