    The Municipality of North Cowichan (population 31,900) is located in the beautiful Cowichan Valley on Vancouver Island, between Nanaimo and Victoria.     The Municipality of North Cowichan invites applications from candidates with the proven skills, qualifications and abilities for the position of Manager, Revenue Services. Reporting to the Director of Financial Services you will provide day-to-day supervision of the Financial Services Department and be responsible for a wide variety of accounting and finance functions, including but not limited to:

  • Billings, collections and supervising cashier operations;
  • Utility billings and collections;
  • Business License and Dog License billing and collections;
  • Property tax levies and related collections (tax deferment, Homeowner Grants);
  • Reconciling and facilitating cash receipting imports from recreation facilities;
  • Reconciling cash receipting imports from Tempest;
  • Reconciling Prospero transactions to GL;
  • Reconciling and maintaining accounting records;
  • Preparing monthly, quarterly, annual and statutory financial reports;,
  • Reconciling and maintaining inventory;
  • Preparation of annual financial statements;
  • Supporting other departments with financial inquiries; and
  • Other related duties.
    Required Skills, Qualifications, and Abilities:
    1. Possession of a recognized professional accounting designation (e.g. CPA).
    2. A minimum of 5 years' of progressive and diversified accounting experience including exposure to financial reporting, budgeting, payroll, and accounts payable and receivable processes.
    3. Supervisory experience and training.
    4. Experience with Municipal software (Vadim, Tempest, and Caseware) is preferred.
    5. Experience coordinating the annual financial statement audit engagement including planning, preparing and reviewing audit working papers and liaising with external auditors.
    6. Effective interpersonal skills and strong oral and written communication skills.
    7. Ability to effectively manage staff in a unionized environment.
    8. Applicants must possess excellent planning, analytical, organizational, interpersonal and communication skills.
    9. Possession and maintenance of a valid Class 5 B.C. Driver's License; a satisfactory current driver's abstract will be required.
