    The City's Engineering and Construction Services Division, provides specialized engineering design creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering & Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto Divisions, Agencies, Boards and Commissions and external clients such as the development industry, utility companies and other public agencies

    The Engineering and Construction Services division is seeking a highly motivated professional with a passion for municipal infrastructure, excellent communication skills, and demonstrated project management experience.     As a Senior Project Manager within the Water Treatment and Solid Waste Facilities Unit, you'll provide advanced project and stakeholder management and technical expertise to support the Division's capital works program.

    Project Management



    Reporting to the Manager, Design & Construction Major Infrastructure, you'll provide project planning and oversight, from inception through the design, construction and warranty periods of large-scale, complex and multi-disciplinary capital works projects involving water treatment, storage and pumping station facilities, solid waste transfer stations, and processing facilities. As is typically expected of a senior project management role like this, you will prepare and assess financial forecasts, develop schedules, scope requirements/changes, develop terms of reference, fully define project deliverables, and manage, document and obtain authorization for changes. You will prepare and co-ordinate procurement documents, and will lead the review of drawings, purchasing documents and specifications prepared by staff, contractors and consultants. You will lead and co-ordinate consultant teams and their field staff to deliver studies, and design and construction projects.

    Recognized for your ability to provide coaching, training and work direction to other project staff, you'll effectively manage, supervise or direct project team members, engineering consultants, technical personnel and contractors. You'll not only ensure effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning, but also participate in preparing capital and operational budgets related to assigned projects, administer the assigned project budgets, and control expenditures within approved budget limitations.

    Communication and Stakeholder Management

    An effective communicator - verbally and in writing - at all organizational levels, able to liaise effectively with a diverse group of stakeholders, including both technical and non-technical audiences, you'll also demonstrate your ability to manage their expectations as you carry out complex programs and projects in a political environment with many interdependent components and diverging interests and priorities. In addition, your writing skills will prove invaluable as you prepare Committee, Council and technical reports, presentations, Briefing Notes, Requests for Proposals, Requests for Quotations, contract plans, specifications and estimates for Tenders. You're also well prepared to establish and maintain linkages to other units in the City to co-ordinate input and ensure effective partnerships."

    Technical Expertise



    As a valued source of technical advice and expertise, committed to keeping current in your field, you'll capably support Division/Service Area/City units and act as their representative at meetings with the public, stakeholders and Councillors, apply existing criteria in innovative ways, and draw conclusions from comparative situations. It will be your responsibility, as well, to identify, evaluate and make recommendations to resolve contract, property, environmental and risk management, and public safety issues in compliance with City/Provincial/Federal policies and by-laws, and ensure compliance within guidelines by acting as a signing authority.

    This highly accountable role, with both leadership and hands-on responsibilities, will give you the opportunity to demonstrate your thorough understanding and knowledge of design and construction processes and management, including contract law and the Construction Act, the change management process, and claim and dispute resolution processes. Knowledge and understanding the Occupational Health and Safety Act and its Regulations for construction projects, proficiency using MS Office and the ability to learn new and custom software interfaces are also required. Knowledge of City of Toronto by-laws will be considered an asset.

    Among the other strengths you bring to the role of Senior Project Manager will be the following key qualifications:

    1. Post-secondary education in Civil Engineering, Environmental Engineering, or a related field, or the equivalent combination of education and/or experience.

    2. Extensive experience in managing large-scale, multi-year and multi-disciplinary retrofit / rehabilitation projects, preferably within operating municipal water, wastewater or solid waste facilities.

    3. Extensive experience applying engineering principles through design and construction, preferably for municipal water, wastewater or solid waste infrastructure.

    4. Considerable experience in writing and presenting executive-level reports and proposals, and developing Requests for Proposals. Considerable experience engaging and establishing working relationships with multiple stakeholders such as councillors, the public, consultants, government agencies, suppliers and contractors.

    6. A valid Province of Ontario Class "G" Driver's Licence and the ability to travel frequently between various work locations and project sites across the City.

    7. P.Eng or PMP certification would be an asset
