The Opportunity

Reporting to the Director, Finance, the Manager of Facilities is a member of the FST leadership
team and is responsible for overseeing efficient, effective, and safe operations of FST facilities and
equipment, and tenant management.

The Manager ensures a safe, welcoming, barrier-free, and functional environment that adheres to
safety, health, environmental and accessibility standards mandated by applicable laws, codes, and
regulations. The Manager executes health and safety responsibilities as outlined in legislation and
regulations including the Occupational Health and Safety Act (OHSA), the Fire Code, and the
Building Code, AODA, and FST Health and Safety Policies and Procedures.

The manager leads a facilities team and builds a culture of learning, innovation and collaboration
focused on delivering exceptional customer services.


Specific Responsibilities:
Operations

  • Participate in the development, implementation, monitoring and evaluation of the
organizations and departments' annual operational plans and budgets, ensuring clear
indicators for goals, monthly reporting of results and an inclusive process.

  • Develop and enforce maintenance policies.
  • Handle accident or loss situations, coordinate with relevant authorities including insurance
agents, adjusters, architects, contractors, fire inspectors, police, solicitor etc.

  • Inform the Director of Finance of matters of potential risk to FST (e.g., financial, reputational,
legal). Manage the organization's risk through appropriate property insurance coverage in
conjunction with the Director of Finance.

  • Represent FST in the community through participation in various task groups and committees
related to property matters.

  • Monitor the condition and safety status of buildings, supplies and equipment and rectify
concerns.

  • Oversee major purchasing and contracts, and vendor selection in consultation with Director of
Finance.

  • Develop and implement processes and workflows, integrate, and manage smart building
technologies, including Computerized Maintenance Management Software (CMMS) and other
tools to enhance operational efficiency and effectiveness.

  • Ensure all certificates, insurance, and Property Tax Rebate are obtained.
  • Build and maintain excellent relationships with partners, landlord, tenants, vendors, and
service providers.

  • Support the organization of events on FST premises.
Property Management

  • Provide leadership and guidance on property policy development and enforce those policies
to ensure compliance and risk mitigation.

  • Oversee the maintenance of all FST owned and operated properties and ensure their
compliance with provincial and municipal bylaws, regulations and guidelines of the Ontario
Building Code, Fire Code, and Ministry of Labour.

  • Develop maintenance plans to ensure the proper functioning of facility systems, including
HVAC, electrical, plumbing, safety, and security.

  • Optimize space utilization to accommodate tenant needs and organizational growth.
  • Manage projects including but not limited to, building additions, renovations, office
relocations, space reconfigurations, and repairs to properties.

  • Implement sustainable practices within each property, such as energy efficiency, waste
reduction, and water conservation.

  • Source, evaluate, and manage relationships with vendors, contractors, and service providers
for property maintenance, repairs, and improvements.

  • Serve as the primary point of contact for tenant inquiries, concerns, and requests related to
facilities.

  • Ensure required property inspections are conducted and the recommendations are
completed in a timely manner.

  • Coordinate and retain reports and records required by legislation for regular inspections of
FST properties e.g., Fire, Health, etc.

  • Manage tendering processes following government Broader Public Sector guidelines and FST
procurement policies.

  • Negotiate contracts and sublease agreement with tenants and landlord in conjunction with
