The
Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario's capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act.

The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk.

This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

Branch Overview

Summary:


The
Manager, Analytics will lead a team specializing in sourcing, researching and analyzing key risk and performance metrics and indicators relating to the asset management industry.

The Manager will be able to deal with complex situations and will be able to make decisions in a timely manner to respond to stakeholder needs and requests for information whether internally or externally.

The needs of internal and external stakeholders will be taken into account and will be incorporated into the strategic planning process to contribute to stability and the reduction of systemic risk.

The Manager will be responsible for the development and implementation of a data driven risk monitoring program to identify emerging industry risks, specific product risks and emerging investor protection issues.

The Manager will be a "go to" person and an expert resource by others, has strong project management skills that is complemented by strong data and analytical skills, and is able to deal effectively with unique and complex situations and arrive at solid solutions.

The Manager will be responsible for management and oversight of the Business & Market Analyst and will have control over analytical priorities.

The Manager will work with risk experts across the Commission, the CSA and other Canadian regulatory agencies, as well as industry groups to co-ordinate and promote collaboration.


Key Duties & Responsibilities:


  • Manage, coach and develop the Business & Market Analyst.
  • Provide leadership and oversight of the daytoday activities of the team including clear direction when dealing with large amounts of data in order to effectively and efficiently communicate the results of the data to management and branch staff.
  • Lead research and analysis on emerging regulatory and capital markets issues and recommend potential solutions and next steps.
  • Implement a process to identify and integrate diverse data sources and be able to build dashboards. Consider data driven policy recommendations by conducting research and providing direction in close collaboration with Digital Solutions Branch and other OSC branches. This can include leading the development and execution on complex and significant policy initiatives and operational changes.
  • Develop branchwide analytics frameworks for investment funds, including the establishment of shared code and data. Integrate third party data into the branch's analytics platform.
  • Leading significant multidisciplinary policy and operational initiatives/projects on CSA or industry specific committees responsible with an emphasis on data and analysis for:
  • Identifying and addressing problems or deficiencies with existing requirements OR
  • Identifying and addressing regulatory issues arising from market developments
  • Conducting effective negotiations with CSA, government and stakeholders to reach a resolution on contentious issues. Active participation in internal and external committees to identify emerging risks and mitigation strategies (IOSCO, Systemic Risk Steering Committee).
  • Collaborate and coordinate with RSR, CRR Analytics team, and DSB on common goals and priorities
  • Build strong relationships by collaborating with stakeholders, other regulators across the OSC to understand priorities, provide advice and guidance, collaborate on projects and initiatives, and identify opportunities to challenge established approaches/practices, clear roadblocks and champion initiatives.
  • Prepares and executes executive presentations, reports and other communications to show thought leadership, effectively presents key findings and makes recommendations to senior management.
  • Providing leadership and mentoring to all staff in the branch regarding data and analysis.

Qualifications:


  • Minimum 7 years of relevant experience, graduate degree in finance, statistics, economics, CFA or MBA designation is desirable, as is investment fund, investment products or derivatives knowledge
