Job Description:

***: Reporting to the General Manager and as a member of the Executive Management Team, the City Treasurer is responsible for providing Corporate-wide leadership and strategic functional direction, advice, and guidance on matters of policy, procedure, or precedent related to financial services; provides direction to staff within the Office of the City Treasurer Division, and for fulfilling the responsibilities of Treasurer and Chief Financial Officer (CFO) for the Corporation as set out in the
_Municipal Act_, 2001.


Responsibilities of the City Treasurer and CFO include handling all of the financial affairs of the Municipality on behalf of, and in the manner directed by, Council.

Specific responsibilities include financial management and long-term financial planning; accounting, budgets, financial reporting, and supply management; cash and investments; including partnerships with neighbouring municipalities and the Province of Ontario.


CORPORATE RESPONSIBILITIES:


  • The City Treasurer shall be the Treasurer and CFO of the Corporation of the City of Thunder Bay.
  • Participates as a member of the Executive Management Team (EMT) by providing input into proposed organizational reviews from across the organization; human resource management with respect to vacancy review, attrition planning, succession planning and filling vacancies; the Corporate Review Process; cost savings programs and initiatives; major issues management; and Corporate performance management.
  • As a member of EMT, provides input into the development and ongoing review of the Corporate Strategic Plan as it relates to the Corporate Long Term Financial Plan, including plan implementation, coordination, and program delivery; coordinates interdepartmental work plans; provides and shares information; reviews Corporate policies and procedures; and prepares, reviews, and recommends capital and operating budgets.
  • Leads the development and preparation of the annual and longrange budgets and financial plans; ensures the development of internal and external reporting for financial measurement purposes, including regular and internal reporting and timely preparation of quarterly and yearend reports and audited financial statements all in accordance with PSAB and GAAP.
  • Provides leadership and expertise in the development of financial and fiscal management policies including taxation and assessment, revenues and recoveries, accounting, budget, financial reporting, investments, debt management, reserve and reserve fund management, and procurement.
  • Directs the preparation and control of the annual Corporate operating and capital budgets.
  • Directs the preparation of annual consolidated financial statements in accordance with generally accepted accounting principles under the Public Sector Accounting Board of the Canadian Institute of Chartered Accountants.
  • Directs the implementation and coordination of tangible capital asset accounting across the Corporation.
  • Directs the preparation of the annual Financial Information Return as required by the Ministry of Municipal Affairs and Housing and such other financial reporting as may be required by Federal and Provincial agencies.
  • Oversees and coordinates the completion of all accounting records, including yearend; provides direction to City departments on policies and procedures.
  • Oversees the establishment, maintenance, management and accounting of Reserves and Reserve Funds.
  • Develops effective control measures for the protection of the City's assets and resources.
  • Prepares information, reports, letters and memoranda to the City Manager, General Manager, Mayor and Members of Council; attends Council/Committee meetings, public hearings, community and other public meetings
