Overall Purpose:


The overall purpose highlights the major elements in the job and provides the reader an overview, explaining the purpose, tasks and responsibilities inherent in the job and the placement of the job within the organizational structure.

Ø Ensures maintenance and monitoring of day-to-day payroll and accounting systems.

Ø Common responsibilities will include reporting, preparing OPA and Lounge Employee payroll, Government returns and maintaining general ledgers.

Ø Maintaining accounts payables and receivables in accordance with the OPA Policies and Procedures


Ø Maintain and balance the operating & petty cash fund which includes miscellaneous office purchases and out of town expenses.

Ø Audit and reconcile travel transactions.

Ø Preparation of weekly bank deposits

Ø Providing financial administration support respecting Corporate Card payments and the monthly reconciliation of OPA issued corporate credit cards.

Major Responsibilities:_

Ø Using manual and computerized bookkeeping systems to keep, maintain and balance financial records.

Ø Preparing monthly Board reports, preparing general ledgers, trial balances, and other financial statements.


Ø Through the appropriate accounting programs completes all necessary financial transactions; for example, preparing and submitting OMERS pension forms, Government returns, and employees' compensation forms.

Ø Preparing of payments for utility, tax, payroll, and other company bills.

Ø Performing OPA bookkeeping services for various divisions.

Ø Preparing other accounting, statistical, financial reports, and yearly budgets.

Ø Reconciling financial accounts


Ø Completes and keeps records of all payrolls which involve employees from OPA, as well as seconded members to the Association and the Board of Directors.

Ø Ensures that records are kept of all financial transactions.


Ø Prepares monthly financial reports for the Board of Directors and Annual reports immediately after the close of each fiscal year for member distribution which includes statements of operations and financial positions.

Prepares the year end financial files for audit and works closely with the external auditing firm to prepare the year end financial statements.


Ø With the approval of the "Finance Committee" and working closely with OPA's Financial Investors, invests and keeps invested, Association monies in such securities as may be authorized.

Ø Negotiates loans and GIC rates with banks.

Ø Works closely with Board Committees on OPA Legal/Labour and other guidelines.

Ø Follow up on statements of travel, missing documentation, post journal entries for account changes.

Ø Process payments for funds owed for the purpose of courses, seminars, conferences, out of town travel etc.


Ø Responsible for understanding and implementing tax rules and changes on the purchase of all goods and services and invoicing for goods and services ensuring the organization is compliant with all Revenue Canada tax rules.

Ø Establish and maintain relationships with outside agencies, Ottawa Police Service, Insurance, Property Management Companies, etc.

Ø Maintains the OPA parking/office entry swipe cards.

Ø Other duties as assigned.

Education / Experience / Job Knowledge:_

  • Completion of Secondary School (Grade 12 or equivalent) plus one (1) year relevant postsecondary education.
  • Experience and formal training combined may substitute education requirements.
  • Minimum of three (3) years experience in financial preparations including Accounts Payable / Receivable/ while working in an office environment.
  • Ability to work under mínimal supervision.
  • Computer proficiency in Microsoft Word, Excel, and accounting software
  • Ability to work independently and as a team.
  • Numerical accuracy
  • Ability to meet deadlines.
  • Problem solving skills.
  • Experience with accounting procedures and systems.
  • Organizational abilities and attention to detail
  • Excellent writing skills

  • Extended periods of time on a computer
  • Oral, reading, writing fluency in French or other languages.
  • Certified Accountant, University or Community College desirable (courses in Finance/Accounting)
  • Previous experience providing customer/client services.
