Position Summary:


Reporting to the Sourcing and Category Manager, this position is responsible for providing strategic sourcing support to their internal business partners to ensure simplified, cost effective, and strategic sourcing outcomes.


Key Accountabilities:


  • Develops an understanding of client business, directive and roles, immediate and long range plans and delivers training to clients on the GTAA Strategic Sourcing program
  • Consults with clients on their sourcing needs, develops sourcing strategies to meet those needs and provides ongoing guidance and advice to clients throughout the process, including cost and time saving opportunities
  • Delivers, including some significant and high profile sourcing and contracting services for clients including; managing the bid process and making adjustments to sourcing strategies as required, negotiates terms and conditions and awards contracts, and investigates and supports clients in the resolution of contractual problems with suppliers
  • Identifies problems in sourcing activities and develops solutions to ensure client expectations are met, consults with proponents as required, investigates and researches various materials and proponent practices, and provides expert advice to client managers on the best courses of action
  • Monitors client sourcing activities to ensure GTAA and industry standards, regulations and policies are adhered to; maintains the Resource Planning Tool, (RMT) database; develops Request For "X tenders, proposals, etc." (RFX) documents and facilitates and oversees the process, including evaluation, prepares contracts, chair and participate in meetings, create and maintain documents and other records
  • Leads and participates in special projects; audits work of clients in the sourcing and contracting process; drafts unique contract clauses; and consults with the various GTAA partners involved in the document review process while representing the client and process as required
  • Participates as a team member in the development of new and improvement of existing Strategic Sourcing processes and tools
  • Provides backup to other Sourcing Specialists

Qualifications:


  • Either a university degree plus at least 2 years of work toward relevant purchasing certification, and/or a combination of education and experience
  • 35 years of relevant business experience in an environment of similar scope and complexity
  • Experience managing varied sourcing goods and services including IT
  • Enterprise Resource Planning (ERP) tool experience in large enterprise, especially Oracle preferred
  • Experience collaborating with clients and working in teams
  • Demonstrated experience working in a customer centric environment
  • Able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities:
  • Demonstrated knowledge of sourcing industry (goods and services), regulations, standards, policies, and practices in order to deliver professional sourcing guidance and insight for the business which includes substantial and high profile sourcing initiatives and services
  • Ability to proactively partner with client to understand: roles, mandates, immediate and long range plans, financial planning processes, sourcing approval and review processes (Risk Management, Legal, etc.) and other management practices in order to deliver sourcing services and implications of outcomes
  • Knowledge of various industry tools including databases, standard contract clauses, contract standards, and other industry aids in order to delivery sourcing services
  • Knowledge of special project planning, delivery techniques and practices in order to lead assigned special projects
  • Experience with training internal clients on processes and systems is beneficial but not required
  • Demonstrated capabilities in communication, planning and execution of sourcing assignments
  • Skill in identifying unique problems in the sourcing of goods and services and formulating and recommending innovative solutions to best meet the client's needs
