  • Job SummaryThe Ministry of Emergency Management and Climate Readiness (EMCR) is the lead coordinating agency in the provincial government for all emergency management activities. EMCR works directly with local governments, Indigenous partners, provincial ministries and agencies, federal departments, other jurisdictions, industry and volunteers in hazard mitigation, preparedness, response, and recovery.


Reporting to the Chief Human Resources Officer & Executive Director, the Strategic Human Resources Director provides advice, consultation and support for client HR operations as major organizational initiatives are undertaken.

The position works closely with client executive, managers and supervisors to ensure human resource projects and initiatives are integrated and well supported.


Job Requirements:

Education and Experience

  • Degree in social sciences, business administration, public administration, human resources or a related field. An equivalent combination of experience, education, and/or training may be considered.
  • Experience must include the following:
  • A minimum of three (3) years' experience related to program design, delivery, and evaluation.
  • A minimum of three (3) years' experience related to the promotion and implementation of diversity and inclusion initiatives.
  • A minimum of three (3) years' experience leading communications and change management in support of complex issues.
  • A minimum of two (2) years' experience in leading a team of professionals in the delivery of BC Public Service fullcycle recruitment and meritorious hiring practices.
  • Experience engaging partners in decision making and the implementation of decisions.
  • Experience supervising and directly managing a team of staff including planning and directing their work.
Preference may be given to applicants with any of the following:

  • More than three (3) years' experience in BC Public Service full recruitment life cycle and meritorious hiring practices.
  • More than three (3) years' experience related to the promotion and implementation of diversity and inclusion initiatives.
  • Experience analyzing workforce data to inform strategic HR direction, program and policies for large complex organization.

About this Position:

There are two (2) positions available.
Flexible work options may not be available during emergency operations response periods.
This position can be based in any of the following Ministry of Emergency Management & Climate Readiness offices: Saanichton, Victoria, Surrey, Terrace, Prince George, Kamloops
This is a permanent opportunity.
