Air Combat Systems Officer (ACSO)
Contracted Qualified Flying Instructor (CQFI),
Standards Officer
We are now calling for expressions of interest in anticipation of a Contract Award in 2024.

This Program will be a 20+ year contract and will be managed from the National Capital Region (Ottawa), with one of its main operational locations in
Winnipeg, MB.


As part of this contract, PAL Aerospace will support the development and delivery of the ACSO and AES Op courses in classroom, simulator and in live flying environments, provide aircraft in-service support and live flying operations at 402 Squadron, in Winnipeg, MB.

PAL Aerospace is searching for an experienced
ACSO CQFI, Standards Officer to join our team at the
Winnipeg, MB facility.


Duties and Responsibilities:


  • The primary responsibility of the ACSO CQFI, Standards Officer is to manage and provide oversight to the ACSO CQFIs, and FIC and ACSO students Qualification Standards, and ensuring that training is conducted IAW the Training System Design (TSD), Training Management Plan (TMP), Training Plans (TPs) and Lesson Plans.
  • Conduct the category proficiency and upgrade checks on ACSO CQFIs, as required.
  • Ensure all ACSO CQFI's qualifications are met, current and maintained.
  • Ensure FAcT Training Programs delivery and continuous improvement are IAW CFITES Principles: Analysis, Design, Development, Conduct, Evaluation and Validation.
  • Supervise, monitor and coach the ACSO CQFIs, manage the Training Program / Training system Design and provide training to RCAF ACSO Students, IAW the applicable QS and TP.
  • Conduct instruction and evaluation as part of the ACSO student and FIC syllabi, including all associated activities to support the instructional mission and instruct as a CQFI, as required.
  • Act as Subject Matter Expert to support Courseware, flight operations and training delivery IPTs, as required.
  • Participate in Wing, Squadron and Flightmandated briefings, participate in Progress Review Boards and Instructor Reviews, as required.
  • Support flight dispatching, as required.
  • Travel required.

Experience:


  • Former RCAF experience within the last 10 years with an acceptable Prior Learning Assessment Requirement (PLAR) completed.
  • Have no less than three (3) years related instructional experience as an QFI within a flying unit or air service, whose flight operations are similar in size and scope.
  • Comprehensive understanding of RCAF CFITES principles.
  • Comprehensive understanding of RCAF rear crew training system, organizations/hierarchy, and reporting mechanisms.
  • RCAF/DND/GoC/industry, or equivalent, experience in general staffing duties and procedures.
  • Supporting operations and training programs, including operational planning.

Medical Category:


Must meet and maintain the following medical requirements:

  • Maintain an unrestricted TC Category I Medical;
  • Before starting the FIC Phase 2 (Conversion) and every two years thereafter, meet RCAF pilot standards on the following medical examinations:
  • HbA1C, CBC, Lipids, Triglycerides;
  • Ophthalmological Exam using DND form 2776;
  • Audiogram, to include speech discrimination testing if below DND H2 hearing standard;
  • Other tests as required by the RCAF Flight Surgeon.

Qualifications:


  • If English is not the person's primary language, he/she must pass the TOEFL with "advanced" results in reading, listening, speaking and writing.
  • RCAF, or equivalent, previously held minimum A Cat QFI experience.
  • Detailed knowledge of the RCAF TSD, TMP, and ACSO TPs.
  • Solid understanding of RCAF CFITES principles.

Desired Experience/Qualification/Training:


  • Unit Standards, Training or Operations Officer.
  • Experience in Training Development Team
  • RCAF Aerospace Warfare Center (RAWC) Operational Test and Evaluation (OT&E).
  • Experience with RCAF OT&E activities.
  • CAF Joint Command and Staff Programme (JCSP), or equivalent, qualification.
  • Foster partnership and business relations with key stakeholders.
  • Bilingual or Second Language profile of BBB.
  • Competent in the use of MS Office.

Security Responsibilities:


  • Incumbent must be eligible for Government Personnel Security Clearance and Canadian Goods Program.
