Full-time Manager of Public Works to Join the Team:

The Manager of Public Works is responsible for providing day to day leadership and supervision of direct reports; monitoring department performance against business plan and budget; ongoing promotion of health and safety practices; project management; monitoring contractor/supplier performance against contract terms and conditions; and to provide support to the Director of Public Works.

Role and Responsibilities:

  • Assist the Director of Public Works in preparation and presentation of the annual budget.
  • Monitoring of the performance of the Public Works Division against business plan and budget, preparation and submission of periodic performance reports to the County Engineer with initiation of corrective action as necessary.
  • Assist the Director of Public Works with the implementation of strategic priorities as set out by SMT and Council.
  • Provide technical and procedural guidance to the Project Managers on planning, designing, and scheduling of road, bridges, culverts and storm drainage projects.
  • Recommend potential rehabilitation and asset management strategies to the County Engineer for the County road and storm drainage systems
  • Review and approve purchase orders as established by County policy.
  • Support the implementation of health and safety practices for the public, employees, and contractors/suppliers; maintenance of a harmonious employee and labour relations climate through the Public Works Division.
  • Project management of County construction projects as directed by the County Engineer.
  • Attend, and participate in meetings, information sessions, and workshops with internal staff, external agencies, consultants, and the public.
  • Respond to and coordinate comments with the public, internal staff, external agencies, and consultants.
  • Facilitate effective communication, ensuring that team members are informed, engaged, and aligned with goals.
  • Set clear goals and objectives for the Public Works Department that align with corporate values and organizational vision.
  • Monitor staff performance and complete annual performance reviews with recommendations for improvements where necessary.
  • Prepares reports related to Public Works to County Council including Department updates and activities. Attends County Council meetings to provide technical information when required.

Qualifications and Education Requirements:


  • Licensed Professional Engineering Designation (P.Eng.). preferred or College Diploma (CET or C.Tech.) or equivalent with 7 plus years Public Works Experience.
  • 5 years management level experience in engineering, preferably in the municipal environment.
  • Thorough understanding of legislation and policies that affect local government, including familiarity with municipal law, insurance and labour relations.

Preferred Technical Knowledge and Skills:


  • Keeps up to date on practices, standards (provincial, federal, technical) and techniques to ensure public safety covering the use of the County's roads, bridges, culverts, storm drains and sewers.
  • Content details, County's policies and procedures for development, applicable review i.e. site plan, subdivisions and condominiums.
  • Participate in the implementation of the County Emergency Measures and Disaster Recovery plan
  • Quality assurance programs as applied to the operation and maintenance of the roads network, storm and sanitary drains, water/wastewater, and waste management.
  • Content details, federal and provincial regulations and legislation related to roads network, bridges and culverts and storm drains/sewers, including (but not limited to) Ontario Traffic Manual, Transportation Association of Canada (TAC) guidelines, Occupational Health
