We are looking for a Lead, Contracting


As a
Lead, Contracting, you will be responsible for the procurement activities of goods and services for the assigned client group of the Museum, and for select major projects requiring purchasing planning and coordination; reviewing policy and practice, as delegated by the Manager, to advise on change and improve internal team understanding and practice; administers and monitors proposed and existing contracts as specified in the agreement in order to ensure that the legal terms and conditions are executed; establishes Source Lists with independent suppliers to obtain goods and services in an efficient and cost effective manner; provides advice to his/her clients on procurement matters; works cooperatively with other Sr.

Purchasing Officers and develops improvement recommendations to add value to the function; supervises and mentors the Purchasing Officer; and performs other related duties.

Minimum of three (3) to five (5) years of relevant experience in:

  • Working in a contracting or procurement field preferably in a private sector or crown corporation setting;
  • Overseeing the issuing and analyzing of complex RFPs, competitive tendering and solesource contracting;
  • Preparing complex recommendations to the Contracting Authority;
  • Providing procurement, contracting and/or materiel management related advisory services in a stakeholder community;
  • Assessing and negotiating complex situations, and planning and coordinating purchasing aspects of major projects (e.g., Children's Museum);
  • Leading project teams;
  • Providing functional guidance to a client stakeholder community;
  • Negotiating contracts and/or agreements.
  • Supervising staff resources.

Knowledge of:


  • CMH mandate, priorities and its interrelationship with other internal/external industry
- stakeholders

  • Relevant legislation, policies, directives and guidelines including applicable legal and regulatory requirements contained in documents such as Copyright Legislation, Provincial Construction Laws, Treasury Board Contract Regulations, CMH Contract Regulations, Private Sector Contract Procedures, Free Trade Agreements, and Provincial Trade Associations requirements
  • Trends and developments in the fields of contracting and contract management.
  • Theories, principles, practices and techniques of contracting, contract management, contract law and procurement, operational and strategic planning, quality assurance and performance review/monitoring, human resource management, training, consultation, negotiation and reporting.

Education:

College or University diploma in business administration, purchasing or a related field or an equivalent combination of education and experience.

A Supply Chain Management Professional (SCMP) designation is an asset.


Compensation:
$ 87,494 to $ 108,279 (E7)
