Main Purpose and Function


The position may also provide leadership to support the delivery of other major events, including the full range of strategic and business advice.

This position is a member of a small, agile team that provides sophisticated business, strategic and financial advice to City staff and senior management on a broad range of projects and initiatives.


The position works with and will be required to influence a very large range of people - from within the City of Vancouver, from the provincial and federal governments and other public sector entities, and from a range of for-profit and non-profit organizations affiliated with the 2026 FIFA World Cup and potentially other major events.

The position works effectively with senior executives, management, technical staff, as well as with elected officials and their staff.

Also supports the City Manager's Office in working with a broad range of external and internal stakeholders and partners to support strategic approaches to critical and cross-cutting issues.


Specific Duties/Responsibilities

  • Provides direction and leadership to the City's FIFA World Cup 2026 Secretariat and the City's FIFA 2026 project team responsible for the planning and delivery of the FIFA World Cup 2026 in Vancouver.
  • Provides direction and leadership for the planning and delivery of other major events as required
  • Serves as liaison for the City's relationships with public sector, private sector, nonprofit, community and/or academic organisations
  • Leads the development and implementation of strategic, operational and project plans for major events and initiatives that would affect a diverse range of the City's operational areas
  • Manages internal crossdepartmental teams to deliver on strategic goals, including complex project management, policy, governance and stakeholder management
  • Evaluates business proposals and/or negotiates terms of complex business relationships for new or existing business areas
  • Provides strategic, policy and operational advice to senior executive, Council, and operational leadership and management.
  • Leads discussions with steering committees to develop project budget, and is responsible for control of costs.
  • Manages complex policy and strategy issues for high profile projects
  • Other duties/responsibilities and assigned.

Minimum Qualification Requirements

Education and Experience:

  • Bachelor's degree in Business, Public Administration, or related, and considerable years' experience working in a corporate or institutional environment at an intermediate to senior level, with increasing responsibility for complex strategy, project management and partnership development work, or an equivalent combination of education, training and experience.
  • Experience leading the planning and delivery of large arts, cultural and/or sporting events; FIFA and/or Olympic Games experience is an asset.
  • Significant experience working directly with senior management, boards of directors or other governance bodies, and ideally, elected officials and their staff.
  • Experience working in an environment that balances public policy and business objectives, and/or knowledge of or experience with local government issues
  • Experience leading project teams

Knowledge, Skills and Abilities:

  • Leadership skills, balancing independence, initiative and decisiveness with good judgement and a collaborative approach.
  • Strong facilitation skills, with the ability to bring together people with a diverse set of interests, styles and areas of expertise, and align them toward a unified goal.
  • Excellent organisational skills, with the ability to concurrently manage multiple tasks and competing priorities, and knowledge of project management methodologies
  • Experience with operations and logistics, ideally in the public sector
  • Advanced negotiation skills
  • Superior written communication, verbal communication and presentation skills, as well as a high level of competency in office productivity tools and technology.
