ACCOUNTABILITY STATEMENT:


The Payroll Specialist is responsible for the accurate and timely administration, delivery, and supervision of the complete payroll in accordance with company policies, collective agreements and federal/provincial legislations.


MAJOR DUTIES/ RESPONSIBILITIES:


  • Ensure that compensation is administered according to company policies, collective agreements and federal/provincial legislation
  • Provide guidance on payroll related matters to 3 internal payroll staff, managers, employees and pensioners
  • Verify the accuracy of tasks performed by clerks
  • Respond to day to day requests from active and former employees as well as various requests from management and external sources
  • Provide leadership, guidance, training and direction to team members
  • Investigate and resolve disputes on any payroll related matters with CRA and other agencies, identify causes and formulate recommendations to eliminate future occurrences.
  • Review and transfer regular payroll and pension payroll to the bank on biweekly and monthly basis
  • Reconciliation and payment of Source Deductions on a biweekly and monthly basis
  • Review all on demands, weekly indemnity, CPP Disability payments, Short Term Disability, EI, Maternity and Early Return to Work Top Ups to ensure accuracy
  • Verify accuracy of Public Sector Pension Plan contributions on biweekly basis
  • Reconciliation of payroll registers to payable ledger reports to ensure accuracy
  • Provide other managementrelated activities such as vacation coverage, approve time in OOSS etc.
  • Complete and reconcile T4s, T4As, Quebec RL1, RL2 and NR
  • Audit Pension Adjustment file that is received from HR to ensure accuracy
  • Perform monthly and annual reconciliation of Receiver General, EHT, Union Dues, Garnishments, Demands, Family Responsibility payments, Insurance, United Way, PSPP Pension, RPP Pension, RRSP and Revenue Quebec general ledger accounts
  • Prepare public sector salary disclosure on annual basis
  • Monitor CRA notices and implement changes to payroll regulations as required
  • Calculate and process bonus, retro and lump sum payments while taking into account the tax regulation on CRA for nonregular payments
  • Responsible for implementation of annual rate increases for all staff
  • Monitor rules on maximum deduction allowed for FASUP, Garnishments and Demands.
  • Liaise with numerous internal, external and government stakeholders
  • Interact directly and assist external auditors
  • Complete internal audit of payroll transactions
  • Maintain payroll information, pay period files and records in written and electronic formats for the purpose of providing an uptodate reference and audit trail for compliance with government agencies.

REQUIREMENTS:


  • University degree or college diploma in HR, Business, Management or related discipline or an equivalent combination of education and experience
  • Minimum 2 years Payroll experience
  • Payroll/Accounting designation or equivalent related work experience
  • Strong computer skills are a must especially use of Microsoft Excel.
  • Experience downloading and manipulating data and the use of AS400, Sequel or other "query" based computer software is a definite asset
  • Strong analytical skillset
  • Experience in a multiunionized environment is an asset
  • Excellent oral and written communication skills, planning, coordinating, organizing and time management skills.
  • Ability to meet strict deadlines
  • Must possess good interpersonal and leadership skills
