The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

Under the overall guidance of the Chief Officer, MLF, and direct supervision of a Senior Programme Management Officer, the incumbent will perform the following duties:


Responsibilities:


Analytical inputs for project review and needs assessment:
a) Researches, analyses and evaluates the progress and provides substantive inputs for evaluating feasibility of the implementation of national strategies and actions plans to phase-out the consumption and production of chemicals used in various industrial sectors that are controlled under the Montreal Protocol; Identifies issues and propose alternative approaches to address them.
b) Reviews and assesses the consumption and production trends of controlled substances and the impact of national strategies for reducing consumption of controlled substances; Discuss with representatives of the bilateral and implementing agencies on issues identified with the projects on production and consumption trends and provides inputs for options to address issues.
c) Analyses and provides analytical inputs to ensure consistency of the data contained in national phase-out plans and project proposals submitted by the bilateral and implementing agencies.

Business planning and progress reporting of the Multilateral Fund:
a) Reviews and analyzes business plans submitted, identifies data inconsistencies, propose adjustments in consultation with agencies and finalizes the plans based on the Executive Committee inputs; reviews multi-year agreements implementation and eligibility of countries based on the status of project implementation.
b) Reviews data for the preparation of the consolidated annual progress report of the Multilateral Fund and annual progress reports, identifies implementation delays along with the reasons and proposes remedial actions; Reviews status of implementation of project related decisions of the Executive Committee, verifies and resolves data inconsistencies, analyses the statistical data and prepares comprehensive summary for use during Executive Committee meetings.
c) Updates financial data and substantive information on implementation of multi-year agreements, monitors remaining funding eligibility for Article 5 countries and the implementation of project approvals.
d) Prepares the list of completed projects with funding balances submitted by bilateral and implementing agencies, verifies and consolidates the financial data contained in the reports and provide summary tables with the funding balances to be returned to the Multilateral Fund.
e) Reviews the accuracy of the financial data related to the annual reconciliation of the accounts; provides inputs to the fund management office for reconciliation of financial accounts.
f) Reviews, assesses and prepares a summary table from the reports of the meetings of the Executive Committee on the funding levels approved for the bilateral and implementing agencies.
g) Reviews and assesses core unit data and administrative costs related information and provides inputs on analysis of administrative cost regime.
h) Supports the senior programme officers and the Chief Officer in the negotiations on the replenishment for the Multilateral Fund every three years.
i) Supports the senior programme officers and the Chief Officer in analysing data and trends on the risks and opportunities in the operation of the Fund and in the execution of the business plans and the implementation of projects.
j) Supports the MLF's information technology development team in strengthening data analysis and data management systems.

Country programme data and prospects for compliance:
a) Verifies and consolidates information received from reports on the implementation of country programme submitted by 144 Article 5 countries, reviews the data against data reported by Parties under Article 7 of the Montreal Protocol;
b) Provides analysis and summary tables for the report on the status of compliance of Article 5 countries in achieving compliance, identifies risks of potential non-compliance with the Montreal Protocol and proposes recommendations for consideration by the Executive Committee.

Participation at meetings related to the Multilateral Fund:
Prepares technical and/or policy related documents and presents them for discussion at the Executive Committee meetings, inter-agency coordination meeting convened by the Secretariat, regional network meetings and other meetings of the Parties to the Montreal Protocol; Participates in the discussions of the agenda items of the meetings and provides substantive comments on the final report of the meetings;
