Purpose

  • Works collaboratively with the Director of Finance and Deputy Treasurer to provide revenue oversight including assessment growth, investment income opportunities, longterm financial planning, reserve and reserve funds and development charges.
  • Responsible for the review and communication of assessment related information.
  • Responsible to provide analysis of interclass property tax shifts, impacts of changes to assessment and tax legislation, and other property assessment and tax related matters.

Responsibilities

  • Analysis of tax levy spreadsheets to calculate budget impact of yearoveryear growth.
  • Preparation of spreadsheets used to calculate tax rates and prepare annual bylaw to levy taxes to member municipalities.
  • Monitor assessment growth throughout the year and develop revenue projections.
  • Monitors corporations current and projected cash position, reserve fund balances and investment portfolio for the purpose of making recommendations on value, term and type of investment vehicles within compliance with County Investment Policy to the Director of Finance and Deputy Treasurer.
  • Review and approve tax levy requisitions from member municipalities.
  • Participate in the annual review of tax policy with member municipality staff and Council and review impact of recommended changes.
  • Monitor development charge revenue, update the reserve fund schedule and follow up with member municipalities to ensure funds are remitted within prescribed timelines.
  • Research revenue opportunities.
  • Anticipate, identify and manage issues and trends, provide support for informed decisionmaking and outline appropriate mitigating solutions or improvements.
  • Assist with strategic and longterm planning activities based on research/analysis of initiatives, community needs, provincial initiatives, funding, deliverables and legislative requirements.
  • Prepare forecasts based on research and analysis for financial projections.
  • Prepare yearend working papers including taxation, development charges and investments by performing account reconciliations and ensuring accurate recording and monitoring of revenues and accounts receivable.
  • Assist with preparation of yearend reserve and reserve fund working papers and future year projection modelling.
  • Assist with implementation and monitoring Tax Increment Equivalent Grants (TIEG) including gathering supporting information and reviewing grant calculations and analysis.
  • Provide information for taxation related Financial Information Return (FIR) schedules.
  • Liaise with Ministries and other government bodies regarding assessment and taxation matters.
  • Acts as primary contact with auditors and member municipality staff for taxation and development charge related queries.
  • Review existing internal control procedures, recommend revisions to improve the efficiency and effectiveness of service and ensure processes are documented for training and yearend audit purposes.
  • Conduct research, determine appropriate approach, prepare analysis and reports for staff, Committees and Council as required.
  • Organize meetings with member municipality staff and assist in the development of agenda topics and presentations.
  • Lead, coach, mentor and support staff.
  • Work with Communications Department to develop public notifications as required.
  • Perform other duties and special projects as required.

Working Conditions

  • Hours of work are as required to fulfil the requirements of the position. Core hours are 8:30 a.m.
4:30 p.m., Monday to Friday. Additional time is required to meet the demands of peak periods, deadlines, emergencies, and obligations of the position.

Establishes and maintains working relations with County staff including managers, senior management team as well as members of Council. Uses discretion when dealing with confidential and sensitive information. Prepares and presents reports to Committee of the Whole.

Develops a working relationship with member municipality treasury and building department staff, County auditor, other municipalities, municipal associations, and investment consultants.

Responds to queries from property owners regarding development charges. Establishes a high degree of interaction with tax consultant.
