***Employees of the Legislative Assembly of British Columbia (Assembly) provide professional non-partisan services to support the democratic institution of Parliament and its members through procedural advice, administrative support and information services. The Assembly is an autonomous employer, separate from the administrative framework of B.C. government ministries and agencies.


The Financial Services department is seeking an experienced, service-oriented and collaborative leader for the regular full-time position of Financial Operations Manager.


Reporting to the Director, Financial Services, the Financial Operations Manager (Manager) provides leadership to the financial services operations team and other internal departments in the communication and coordination of financial processes.

The Manager is responsible for the Assembly's full transactional accounting processes which includes managing the full cycle accounting, payables, and receivables processes, including the reconciliation of MLA allowances, and the preparation of the Assembly's annual financial statements and other financial reports.

The Manager plays a critical role in planning and implementing operational strategies aimed at creating a positive workplace culture, advancing innovation and transformation of the Legislative Assembly's business operations, and improving service and operational excellence to clients.


QUALIFICATIONS

Applicants must be/have:

  • A professional accounting designation (CPA) with a minimum of 5 years of progressive accounting, financial reporting, and financial administration experience, preferably in a public sector setting.
  • A minimum of 3 years of leadership experience managing employees.
  • Experience in relaying complex or sensitive financial information to nonfinancial stakeholders.
  • Experience providing advice and/or recommendations, both strategic and operational, to senior officials in a respectful and collaborative manner.
  • Experience establishing and maintaining policies and procedures to enhance operations and ensure that financial processes are timely, accurate and consistent.
  • Direct experience preparing financial statements and other financial reports.
  • Experience with MS Office suite of products including advanced use of Excel.
  • Experience with Microsoft Dynamics ERP (Great Plains) or similar type ERP software.
