The Liquor and Cannabis Regulation Branch oversees the regulation and licensing of liquor and non-medical cannabis establishments and events.

The Branch works to protect public safety and to minimize the health and social harms of alcohol and non-medical cannabis.

The Branch issues licenses in B.C. for making and selling liquor and for non-medical cannabis private retail sales.

It currently regulates 10,000+ licensees, including pubs, bars, lounges, stadiums, nightclubs and restaurants, liquor stores, breweries, distilleries, wineries, and UBrews/UVins.

In addition, the Branch regulates almost 30,000 Special Event Permits each year for events like concerts and weddings.


The LCRB is comprised of the Assistant Deputy Minister's Office (ADMO) and three divisions: the Licensing Division, the Compliance and Enforcement Division (both regional and HQ), and the Corporate and Strategic Services Division.

Within the Corporate and Strategic Services Division, the Planning and Analytics Unit (PAU) leads and manages maintenance and enhancements for LCRB's public
- and business-facing systems and manages small-to-large projects in support of a diverse range of divisional and branch initiatives, while also providing process analysis, data analytics, and broader corporate and strategic planning support.


The Product Manager provides essential leadership to the PAU by strategically managing the design, coordination, and implementation of fixes, updates, and enhancements for LCRB's critical service delivery system, leading change management, and supervising key staff.

Reporting to the unit's Director, the Product Manager leads the work of the PAU's IM/IT team and contracted development resources on all facets of LCRB's enterprise licensing system and its integrations with essential external systems and government common components.


Job Requirements:


  • A degree in Information Technology and/or Information Management or a related technical field, and a minimum four (4) years of experience in a similar role;
    OR,:
  • A diploma in Information Technology and/or Information Management or a related technical field, and a minimum five (5) years of experience in a similar role;
    OR,:
  • A certification in Information Technology and/or Information Management or a related technical field, and a minimum six (6) years of experience in a similar role;
    OR,:
  • An equivalent combination of education and experience may be considered.
Related experience must include at least one or more of the following (preference may be given if you meet more than three):

  • Minimum of three (3) years of experience using user-centered design practices in the development of digital products and services.
  • Experience using modern agile project management practices, open source development and cloud platforms to design, deliver and continuously improve high quality digital products and services.
  • Experience managing complex enterprise IM/IT projects with multiple interdependencies including major business transformations, strategic communications, and the oversight of system integrators.
  • Experience leading change management initiatives across a large organization.
