Reporting to the Senior Lead, Provincial Mental Health and Substance Use (MHSU) Network, the Lead is responsible for the management of strategic programs, initiatives, and projects under BCMHSUS' provincial mandate relating to strengthening the system of care for people with serious mental health and substance use issues and complex multi-agency needs.

The Lead is responsible for the identification, planning, development, implementation, and evaluation of key programs, initiatives, and related projects under the Provincial MHSU Network.

The Lead works collaboratively with a variety of internal and external stakeholders in support of the planning, development, implementation, and evaluation of complex strategic system change initiatives, including those involving standards, guidelines, and planning frameworks to support provincial service delivery models for people with severe mental health & substance use issues and complex multi-agency needs and maintains primary responsibility for overall project management.


What you do

  • In collaboration with BCMHSUS and network leadership, partners, staff, project teams, committees, develop and implement comprehensive project charters and work plans, using project management tools and methodologies. Manage the development, implementation, and evaluation of projects in support of strategic BCMHSUS programs and system improvement initiatives. Manage a diversity of projects of varying scope in a complex and changing multidisciplinary environment.
  • Maintain responsibility for the overall execution of programs, initiatives, and projects including daily operations and key priorities, ensuring they are completed in an efficient and effective manner, adhere to project protocols, conform to applicable institutional and ethical policies and procedures and privacy legislation, and are completed in alignment with objectives, requirements and timelines.
  • Guide the identification, collection and analysis of relevant research and practice evidence relating to current projects, programs, and initiatives, and synthesizes findings to put forward recommendations to the network team for development, implementation, analysis, knowledge exchange, and policy/practice implications.
  • Synthesize and present research findings through briefings, reports and presentations and put forward recommendations for project development and implementation. Provide leadership by giving advice or guidance in situations that require interpretation and judgment. Implement or contribute to the implementation of effective processes to assess project risks, identify risk mitigation strategies, monitor project scope and risks throughout the project lifecycle.
  • In consultation with the BCMHSUS leadership, staff and project teams, prepare, conduct and facilitate stakeholder consultations with Health Authorities, Provincial Government, Community Based Organizations, Research/Academia and within PHSA Agencies. Synthesize data/information from stakeholder consultations to establish strategic directions and collaborative opportunities.
  • Develop and implement communication plans to ensure timely updates are provided to all internal stakeholders. Provide project updates and/or presentations to external agencies, organizations, and other stakeholders. In consultation with the Lead, Provincial MHSU Network and applicable leadership/ staff, is responsible for knowledge exchange related to key projects and initiatives under the identified mandate areas through a variety of mechanisms. Prepare quarterly and annual reports for each project in conjunction with applicable stakeholders.

What you bring

Qualifications

  • A level of education, training, and experience equivalent to Master's degree in Health Services, Social Sciences, or other relevant health care discipline plus a minimum of five (5) years in a project planning or leadership role in a health, social services, government, or community organization.
  • Experience working in the MHSU sector is preferred. Project management professional designation is an asset. Experience managing complex system change and/or quality improvement initiatives and projects is required. Extensive experience conducting evidenceinformed practice reviews, including literature searching, policy analysis, and synthesis, and oral and written presentation of findings to a range of audiences.
  • Knowledge of content areas including: mental health, substance use, clinical practice, quality improvement tools and techniques, complex adaptive systems, change management, implementation science, and knowledge exchange.
