Job Summary:


Reporting to the Corporate Reporting Supervisor, the Financial Analyst, Reporting is responsible for the timely preparation of complete and accurate financial statements and financial reporting of the Regional Municipality of Niagara (the Niagara Region), and its programs, departments, and external partners (the Entities), ensuring appropriate internal financial controls are in place and working effectively.


Education:


  • Bachelor's degree from a recognized university in accounting or finance.

Knowledge:


  • Minimum five (5) years of experience in accounting, public sector auditing, financial reporting and process review.
  • Knowledge of and experience in all facets of accounting, audit and finance with some experience in working with or reporting to an Audit Committee, Board of Directors, and/or Municipal Council.
  • Demonstrated experience with Public Sector Accounting ("PSA") and notforprofit accounting standards would be an asset.
  • Experience in preparing charitable/notforprofit tax returns and/or indirect tax returns would be an asset.
  • Professional accounting designation (CPA/CA, CGA, CMA).
  • Completion of the municipal accounting and finance program would be an asset.
  • Audit designation considered an asset.

Responsibilities:


_ Prepares and maintains the Niagara Region's consolidated financial statement and completes financial statements of various Entities in compliance with PSA or Not-for-profit accounting standards.

:


  • Provides supporting documents and working papers to support the financial statements, liaising with auditors as required.
  • Prepares and maintains financial information.
  • Initiates and processes general journal entries with supporting documentation and approval.
  • Creates and maintains account structures.
  • Supports the organization performance unit by ensuring accurate and reliable financial data is used to calculate performance metrics.
  • Leads the inyear quarterly forecasting exercise.

_ Fulfills monthly, quarterly, annual and on demand requirements for internal and external reporting requirements, including grant reporting, regulatory filings of corporate, not-for-profit and charitable returns, the completion of the annual Financial Information Return (FIR) and MPMP information, account activity and balances reporting, and other reporting as required.

_ Reviews financial processes to identify and implement process improvements.

  • Applies best practices and methodologies that will drive process to objectives with efficiency and quality.
  • Researches issues and develops recommendations to be applied in both financial reporting and business processes.

_ Leads and/or participates in special projects as assigned.

  • Provides support in the budget preparation and budget to actual analysis for various Entities, as assigned.

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
