    Responsible for an adult learning system that provides accessible, affordable and high quality education for Albertans.     Role Responsibilities

    The Ministry of Advanced Education is looking for a Policy Advisor to join its team under the Policy Planning and Coordination branch.

    Reporting to the Manager of the Policy and Strategy coordination unit, the Policy Advisor directly supports the development of tools and processes to bolster horizontal and vertical policy coordination within the ministry; supports development of strategic policy and briefing materials to inform decision-making; conducts general environmental scanning to support department strategic awareness; contributes to ministry planning processes and development of strategic agenda setting documents; provides project coordination and tracking services; supports preparation for Executive Team, Minister/Deputy Minister meetings and Policy Coordination Office meetings, as well as dedicated strategic policy and planning sessions. This position functions within the parameters of applicable government and department legislation, regulations, policies, directives, and procedures.

    Responsibilities:

  • Cabinet decision making supports and initiative tracking are coordinated.
  • Vertical and horizontal policy coordination is maintained and enhanced.
  • Strategic policy and strategy initiatives are coordinated to ensure strategic goals and directions are met.
  • Policy development is informed by research, jurisdictional scanning, analysis, stakeholder viewpoints, and consultation with other business areas.
  • Department strategic awareness is maintained and up to date.
  • Department-wide briefing materials for leadership are drafted, cohesive, and compiled in easy-to-reference manner.
  • The position requires the ability to identify the fundamental connections between various policy initiatives and to the broader strategic intent expressed by government. The position must have the ability to draw on and analyze information from a variety of sources and perspectives to ensure comprehensive updates are available to the department.

  • Qualifications

    Requirements:

    A university degree in a related discipline like Arts is preferred, plus 2 years of progressive related experience.

    Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

  • Knowledge of government strategic priorities and policy directions as they relate to the department's mandate and initiatives.
  • Knowledge of the adult learning system, including providers' roles and mandates, interests, accountability structures, and funding mechanisms.
  • Knowledge of government decision-making processes.
  • Experience in policy and strategy coordination.
  • Experience in project planning and a strong knowledge of project management techniques and principles.
  • Experience demonstrating political sensitivity and professional judgment combined with excellent verbal and written communication skills.
  • Strong research, analysis and policy development skills.
  • The Policy Advisor is called upon to solve a number of problems in the process of supporting policy coordination for the department.

    There are often few established precedents available to guide efforts, with this position continually providing support to the manager for the development and enhancement of the province's adult learning system. This includes providing the manager and senior department and government officials with advice and support relating to strategies, policies, legislation and approaches that affect the system. To accomplish this, a wide variety of skills are required including strong strategic problem solving, consultation, collaboration and prioritization skills.

    The position requires the ability to identify the fundamental connections between various policy initiatives and to the broader strategic intent expressed by government. The position must have the ability to draw on and analyze information from a variety of sources and perspectives to ensure comprehensive updates are available to the department.

    Challenging situations typically handled by Policy Advisor include:

  • Analyzing a policy question to determine pros and cons.
  • Working with colleagues from all divisions in the department, and colleagues from other departments to ensure accurate and complete information is available and synthesized to enhance policy coordination and policy development.
  • Cultivating and maintaining high trust relationships to ensure timely and effective information sharing.
  • Managing development of research and analysis activities to support decision options.
  • Translating discussion outcomes such as the identification of milestones, committee dates, and corresponding activities into tracking documents (including synthesizing visual representations).
  • Helping to ensure strategic initiatives consider and integrate stakeholder input, department direction, political and fiscal realities, and operational feasibility.
  • Identifying opportunities for improved outcomes in the department.

    This competition is for a position based in Edmonton, offering a work schedule of Monday to Friday, totaling 36.25 hours per week.
