Reporting to the Director, Financial Operations, this unique role is directly responsible for managing a diverse group of 17 to 20 employees, and accountable for the managing, planning, and implementation of the City's cash operations, remittance processing, municipal fine collection, and cash control services provided to all City departments.

The City's cash operations represent over 9 million transactions and approximately $6 billion annually.

As the Manager, Cash Operations and Bylaw Ticket Administration, you will be responsible for:

Cash Control
:

input and reconciliation of all City deposits, the downloading of accurate payment files for transmitting to billing systems, bank statement reconciliation and GL cash clearing.

Liason between the City's cash sites and the City's bank, Merchant Services, and eCommerce payment gateway provider

Bylaw Ticket Administration (BTA)
:
administering the collection and processing of municipal fines and bylaw & parking tickets

Coin Processing Centre (CPC)
:
customer payment processing for Transit, Parking Services and Community Services
-
Remittance Processing (RP)
:
processing high volume customer payments including payments for property taxes, bylaw & parking tickets, pet & business licences, and other AR billings

  • Provide a supportive environment for employees and support working relations (both internal and external)
  • Prepare strategic and operational plans to support corporate and departmental direction
  • Examine leading practices and initiate research to improve business processes
  • Manage financial and personnel resources through leadership, direction and effective communication
  • Coordinate and implement operational changes for continuous service improvement
  • Ensure technical and operational control over the integrity of Cash Control, BTA, CPC, and RP, processes and systems.
  • Establish control measures to detect inappropriate activities relating to payment processing, cash control, issuance of municipal tickets, and processing of cash and cashlike products received by CPC and RP
  • Interpret, develop and recommend action on all Cash Control, BTA, CPC and RP policies, procedures and bylaws which impact payment processing, cash control, and the processing and issuance of municipal tickets
  • Act as the City's representative for Cash Control, BTA, CPC and RP areas including on major projects
  • Provide consultation and information regarding payment processing, bank reconciliation, and municipal tickets
  • Forecast budget requirements based on past experience and visioning for the future

Qualifications:

  • Post secondary degree in Business Administration with a major in Finance or related area
  • Minimum five (5) years related work experience at a managerial level in a large company or corporation
  • Minimum five (5) years experience of demonstrated supervision experience and proven leadership ability
  • Knowledge of municipal bylaws, provincial legislation and judicial system governing the issuance of municipal tickets
  • Technical knowledge of bylaw enforcement, Provincial legislation, Provincial judicial system and the processes which govern the enforcement of municipal bylaws
  • Knowledge of Provincial Offence Procedures Act, and Peace Officer Act
  • Technical knowledge of banking processes, customer payment processing (cashier and remittance) and corporate cash processes
  • Knowledge of the Payments Canada standards, Canadian Banking standards, payment and deposit processing, corporate bank account reconciliation, and cash handling processes
  • Diverse and highly developed management, leadership and communication skills
  • Knowledge and skills working for a large organization including strategic and financial planning and managing diverse groups of employees and resources
  • Understanding labour relations in a collective bargaining environment
  • Ability to work with senior officials, City Councilors' and Mayor's offices, and the public in dealing with sensitive issues and to make discretionary decisions that can have significant political implications
  • Must be able to work in a sustained stressful situation or circumstances
  • Must have highly developed organization skills and have the ability to manage a variety of work areas and functions simultaneously
  • Conflict resolution and negotiation skills
  • Excellent report and letter writing skills
  • Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton
