Purpose of the Job:


  • Responsible to assist in managing DriveTest facilities and Travel Point Sites (parttime facilities) across the province of Ontario, and accountable for enhancing and maintaining the DriveTest Health and Safety program.
  • Primary Duties and Responsibilities:

Facilities Management:


  • Liaise with landlords and building management on rental matters as directed by the Facilities Manager.
  • Assist in preparing construction cost estimates for leaseholds improvements.
  • Assist in overseeing the activities of contractors.
  • Prepare SOW and manage interior building renovations projects as directed.
  • Support both the review of lease offers to ensure contractual compliance and participate in the negotiation of terms and conditions as required.
  • Provide oversight as directed for Technical, Maintenance and Building activities within the facilities budget to ensure compliance.
  • Support the standard operating procedures for facilities maintenance.
  • Assist in Identification of safety hazards within the onsite work environments (ie. Interior and exterior) and incorporate the remediation of such hazards to ensure that the building's staff and occupants work in a safe environment. Implement, administer, and coordinate safety training program.
  • Administration of invoices from vendors and contractors as required, including processing of all incoming utilities and renovation invoices.
  • Maintain ISO safety documentation (policy, inspections, committee meetings, etc).
  • Responsible for resolving corrective, preventive and/or recommendations following internal and external audits.

Operations:


  • Assists in the monitoring of lease expiry dates, liaises with landlords, and organizes installations and other services for all DriveTest locations including travel points, offsites and the Support Office.
  • Works with the Facilities Manager to coordinate moves, organize movers, and arrange for the movement of furniture and equipment and for a variety of services such as telephone and hydro.
  • Coordinates purchasing requirements as directed.
  • Attends management meetings, on behalf of the Facilities Manager.
  • Helps to manage continuous improvement initiatives and operational efficiency improvements.
  • Assists in the supervision of contractors and third parties as required.

Health & Safety:


  • Working with Serco's Health & Safety Senior Managers, lead the Health and Safety program for the Driver Examination and Security Guard Testing programs in Ontario including (but not limited to):
  • Developing, communicating and implementing Health & Safety strategies in the workplace;
  • Establishing a culture of Health & Safety within the DES contract by actively supporting occupational health and safety, setting expectations for injury/incident reporting, working alongside Serco's Canadian contracts to create a quarterly H&S bulletin, and involving and communicating with support staff to make work sites a safer place to work;
  • Discovering opportunities for improving work conditions and executing various aligned safety programs;
  • Evaluating current practices, procedures and facilities to assess and mitigate risk.
  • Assist the Facilities Manager in ensuring that code compliance and guidelines are met as they relate to the operation of the building's infrastructure. Responsible for alerting management of building discrepancies and deficiencies.
  • Ensure compliance with management responsibilities and participates in the establishment and implementation of processes to identify and eliminate or reduce risks to the safety of Support Office staff and the public.
  • Ensure that department staff are in compliance with the processes provided for their safety and encourage reporting of any hazards, impacts and risks of which they are aware.
  • Help to maintain all infrastructure and compliance documentation for the building including uptodate building drawings and singlelines as well as documentation mandated for the purpose of maintaining regulatory compliance.
  • Attends Office Workplace Health and Safety Committees as required.
  • Review and report on accident/illness reports and investigation for trends, and recommendations for corrective action plan using appropriate analysis methods (root cause analysis, risk analysis, etc.)
  • Tracks the implementation of the corrective actions and recommendations taken and verifies their effectiveness prior to the closure of the incident report.
  • Ensure legislative compliance of the overall safety program, including inspections, JHSC
