Main Purpose & Function

The Project Manager I - Process Improvement leads Engineering-wide business related process improvement projects and manages multiple Level 1 and Level 2 (small/medium size) projects, initiatives, or events, as defined by the Engineering Project Management Framework (PMF).

The position participates in all phases of the projects including planning, execution, control and closeout; assembles and manages project teams to successfully deliver the assigned projects; responsible for a timely delivery of the projects within budget and to a high level of quality; and promotes the development of a continuous improvement culture and facilitates the ongoing improvement of service delivery.

Projects and initiatives may entail or result in the re-assignment of responsibilities between staff or organizational units within the City, and in the reduction of or increase to staff complement.


Key Contacts and Reporting Relationships


The position reports to a Senior Project Manager and works closely with project sponsors, key business stakeholders and user representatives to ensure that their requirements are well understood and addressed.


Specific Duties & Responsibilities

  • Manages project teams that includes internal and external hiring, managing performance, coaching and mentoring, assigning work, and specifying deliverables, timelines and quality expectations
  • Plans projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and project management approach.
  • Participates in confidential planning that may have Citywide operational and financial implications. Ensures that areas such as security, operational sustainment and human factors are well considered and addressed as part of the project. Documents the plans in a project charter document, as well as other documents defined in the Engineering PMF and ensures PMF and other Engineering requirements such as the Quality Management System (QMS) are met.
  • Executes projects according to the approved Project Charters. Organizes and leads meetings with project team, stakeholders and vendors as needed and manages actions arising from them. Facilitates stakeholder inputs to arrive at optimum solution. Identifies and proactively manages project issues and risks. Manages project costs to approved budget. Ensures that project performance meets expectations in terms of timelines and scope completion. Implements adequate internal controls for reporting to senior Management. Regularly reports on project status by conducting meetings with project team members.
  • Ensures proper project closeout at completion. Manages the signoff process for project deliverables from stakeholders. Organizes and conducts a lessonslearned session. Documents and presents a project closeout analysis.
  • Develop future state recommendations and build implementation plans for optimizing business processes and value streams
  • Collect and analyze data to complete a current state analysis and optimize solutions
  • Identify implications and make recommendations for changes in processes and procedures that may impact operational areas as well as staffing workloads, working conditions or staffing levels.
  • Identifies and facilitates implementation of appropriate methods and tools for crossfunctional operations that may impact operational areas as well as staffing workloads, working conditions, and changes to positions or staffing levels.
  • Conducts various types of data analysis, manages data and monitors outcomes and results
  • Leads the development of training and orientation
  • Prepares and conducts presentations to all levels of management and staff
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Bachelor's degree in Engineering or Business Administration and a minimum of three years' related experience managing increasingly complex in business process improvement projects, events or initiatives, or an equivalent combination of education, training and experience.
  • Training in Project Management methodologies, practices and processes preferably consistent with those provided
