The Manager, Financial Planning is responsible to provide financial leadership for Municipal Asset Management Planning, the capital budget process and capital asset accounting.

Responsible for funding strategies for capital and other projects from grants, development charges, and reserves, as well as financing through inter-fund loans or external debentures.

Financial lead for the development, tracking and review of Municipal plans; including Strategic Plan, Development Charge plan, Utility Financial plan, Department and other Corporate plans; identifies financial impacts, and aligns the significant impacts into a consolidated Municipal financial planning model.

Compensation
$ $57.41 per hour. Contract term of twelve (12) months. Starting approximately May 2024.


Qualifications

  • University Degree in Accounting, Finance or Commerce required; Chartered Professional Accountant designation would be considered an asset.
  • Accredited Asset Manager or Certified Asset Management Professional designations required.
  • Five (5) or more years of work experience, including: Financial Analysis and Modelling; Reserve and Reserve Fund Accounting; Capital Asset Accounting; Utility and Development Charge Long Term Plan and Rate Studies; Deferred Revenue and Obligatory Reserve Fund Accounting; Loan Structure and Financing Calculations; Grant Review and Reporting.
  • Knowledge in Public Sector Accounting Standards; Generally Accepted Accounting Principles; Provincial legislation (e.g., Municipal Act, Development Charges Act).
  • Advanced computer skills including Accounting/Financial software reporting software, Microsoft Excel, WORD and PowerPoint; Great Plains financial software and Citywide Asset Management software experience would be an asset.

Responsibilities

Capital Assets

  • Provide financial leadership for Municipal Asset Management Planning, as a facilitator of the Asset Management Steering Committee, and cochair of the Asset Management Team. Work with operations on the ongoing development of the Municipal Asset Management Plan, including data validation, condition assessments, levels of service, service risks, lifecycles, operations, maintenance, and replacement costs in accordance with Provincial legislation. Establish funding and financing strategies to financially support the plan and integrate into the budget process.
  • Manage the annual capital budget process, provide oversight and review of all department capital budget submissions; inclusion of associated operating budget impacts, inclusive of amortization expense projections; ensure alignment with Municipal plans (E.g. Development Charge and Utility 10 year plans), policies and procedures.
  • Responsible for Municipal capital asset accounting, including oversight of funding, financing, capitalization, amortization and disposal of capital assets in accordance with Public Sector Accounting Standards. Coordination of asset registry to align with tangible capital asset recording and operational asset management requirements.

Funding Sources

  • Responsible for overseeing the collection and utilization of Municipal Development Charges; associated reporting in accordance with Provincial legislation; obligatory reserve fund accounting for Development Charges and associated financing; account for developer agreements; as well as Municipal administration of County Development Charges.
  • Lead for Municipal Reserves and Reserve Funds. Ensure accuracy of accounting and budgeting for funding and utilization; associated reporting in accordance with Provincial legislation. Recommend use framework, multiyear commitments, and ensure restrictions are adhered to.

Financing

  • Responsible for analysis and projection of existing and future external debentures; monitoring of Municipal and Provincial debt limits; execution of external debenture issuances; ensure accuracy of accounting and budgeting for principal and interest payments, including accruals.
  • Establish interfund loan strategies as required to meet cash flow requirements of funding sources; maintain compliance with Provincial legislation and Municipal policy; ensure accuracy of accounting and budgeting for principal and interest payments, including accruals.

Financial Plans

  • Financial lead for the development, tracking and review of Municipal plans; including Strategic Plan, Development Charge plan, Utility Financial plan, Department and other Corporate plans' financial impacts.
  • Consolidation of significant financial impacts of Municipal plans into Corporate Financial Planning Model. Analysis of impacts on funding and financing, establishment of strategies to inform decision making.
