Job Description:

***:Under the direct supervision of the Director, is responsible for planning and supervising the City of Thunder Bay's Wastewater Infrastructure Maintenance & Renewal Program.


MAJOR RESPONSIBILITIES:


  • Participates in the planning, scheduling, and direction of the City's Wastewater Infrastructure Maintenance and Renewal Program.
  • Prepares environmental assessments, designs and prepares plans, specifications, contract documents, detailed cost estimates and performs contract administration for infrastructure projects.
  • Participates in the development of the engineering and development standards.
  • Prepares general correspondence and reports.
  • Develops safety and operational procedures and recommends the need for appropriate training to ensure understanding and use of new techniques, procedures and equipment.
  • Assists in the selection and supervises the work of consulting engineers and contractors.
  • Liaises with consultants, developers, utilities, government agencies and railways, as necessary.
  • Provides technical direction to staff on specific projects as required and participates in interviews and hiring decisions.
  • Coordinates and provides general supervision of infrastructure construction.
  • Receives, documents, and investigates complaints of bylaw violations relating to the waterworks and sewer use bylaws and enforces same.
  • Attends public, committee, and Council meetings, as required.
  • Participates in oncall duties associated with the emergency response system; assumes the duties of Overall Responsible Operator as required.
  • Assists in the development of the operating and capital budgets.
  • Performs other such related duties as required.

QUALIFICATIONS:


Education/Experience:


  • Degree in science or a related discipline (engineering, chemistry, biology, or water resource), preferably in an honours program, together with seven years' of project management experience; or
  • Diploma in engineering technology and registration as a certified engineering technologist, together with a minimum of 10 years of project management experience
  • Must possess a Class IV licence for wastewater treatment facilities and/or a Class III licence for wastewater collection
  • Supervisory experience with technical staff
  • Knowledge of relevant legislation, regulations, guidelines, and environmental assessments

Skills/Abilities:


  • Ability to communicate effectively and concisely, both orally and in writing.
  • Ability to deliver presentations to a variety of audiences and to skillfully handle onthespot questions from senior officials, members of City Council, special interest groups, and the media.
  • Ability to establish and maintain effective working relationships with members of City Council, private and public officials, coworkers, contractors, consultants, developers and the general public.
  • Excellent project/time management, analytical/critical thinking, problemsolving, and decisionmaking skills.
  • Must have the initiative to work without close supervision.
  • Proficiency with office computer equipment and software, including MS Word, Excel, and PowerPoint, Project AutoCad, Soft Desk, ESRI GIS.
  • Must be competent within the meaning of the _Occupational Health and Safety Act._
  • Must possess and maintain a valid Class "G" Ontario Drivers Licence, or equivalent
  • Must meet the definition of a competent driver as defined by the Corporation

CONDITIONS OF EMPLOYMENT:


  • Must maintain a Class IV licence for wastewater treatment facilities and/or a Class III licence for wastewater collection as per O.Reg. 129/0
  • Must obtain a Project/Program Management (PMP or PgMP) designation within two years of employment
  • Will be required to travel to various work locations and provide own transportation
  • Must remain a competent driver as defined by the Corporation
  • May be required to provide a successful drivers record (uncertified)
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
