As part of the Client Services Team in Toronto Children's Services, the Project Lead will provide strategic leadership to support the unit with operationalizing the multi-year system transformation of the child care system in Toronto.

As a successful Project Lead, you will manage projects from concept to implementation to measurement, consult with stakeholders, analyze and summarize data, develop and/or revise policies related to the administration of child care fee subsidies, and lead a number of change management initiatives.

Major Responsibilities

  • Assesses project feasibility and prepares project plans, reports, status updates for senior staff and related materials that contribute to divisional/City initiatives.
  • Oversees assigned projects ensuring effective teamwork, communication and high standards of work quality to advance divisional initiatives, and monitors and reports out on progress and completion.
  • Coordinates and leads a wide range of stakeholder engagement and consultation processes and events that support various projects.
  • Assesses the implications of the implementation of Canada-Wide Early Learning and Child Care system transformation to ensure equitable access to child care for equitydeserving families.
  • Leads strategy development and policy analysis to formulate and recommend new policies, approaches and detailed implementation plans.
  • Leads change management initiatives to ensure project plan outcomes are positive for both staff and clients.
  • Leads and directly conducts ongoing research (qualitative and quantitative) and analysis of trends and activities related to childcare related services in order to provide information and identify emerging issues and opportunities.
  • Leads the review of divisional policies, practices and processes from an equity lens, in alignment with actions outlined in the Reconciliation Action Plan and the Toronto Action Plan to Confront Anti-Black Racism.
  • Assists with conducting operational reviews within the Client Services Unit, including making technological enhancements to the website, IT systems, and project directories to enhance service efficiencies and optimization of resources.
  • Provides input, guidance and technical expertise in the development, coordination and implementation of strategic divisional initiatives.
  • Develops confidential material in relation to provincial changes in policy/funding where proposed changes impact service & delivery.
  • Conducts process reviews on various projects and makes recommendations to senior management for improvements, including process optimization and simplifications.
  • Develops and provides presentations relevant to current projects for divisional staff and community stakeholders.
  • Develops and oversees implementation of a range of customer service and staff satisfaction surveys/projects and sets priorities to address divisional issues identified by staff and clients.
  • Establishes, maintains and develops linkages to other divisions and agencies to ensure effective partnerships.
  • Prepares responses, reports and correspondence on behalf of Manager.
  • Provides membership and input to various divisional committees.
  • Ensures compliance with safety and security matters under Occupational Health and Safety legislation and Divisional safety and security policies, including work place accommodations.

Key Qualifications

  • Postsecondary education in a discipline applicable to the job function or an equivalent combination of education and/or experience.
  • Experience in strategy development and policy design, ability to advance knowledge translation between research, policy and operations.
  • Experience managing multifaceted projects from inception through to completion, in a deadlineoriented environment, in an effort to effectively meet divisional goals and standards.
  • Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
  • Experience conducting research, compiling and analyzing data, as well as interpreting and communicating findings.
  • Lived experience as a member of an equitydeserving group (e.g. Indigenous and Black communities) is an asset.
