    WORK ILLUSTRATION:

    The Manager, Construction & Maintenance is responsible for leading and managing the day-to-day and safe execution of an assigned portfolio of operational construction projects (planned capital, reactive, customer connections, and emergency) performed by internal and external resources. The incumbent is accountable for working as part of a collaborative team to implement safe job planning, field work construction and delivery of reliable power to customers in an efficient manner complying with applicable laws and policies, standard construction practices and work procedures. The Manager may work 24/7 rotating shifts based on the assigned work program.

    The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

    KEY RESPONSIBILITIES:

    • Manages employee safety, attendance and performance using organizational programs, standards and tools to support
    • Supervises and coaches certified and skilled trades employees, including apprentices to support the safe execution of the assigned work program Provides technical guidance and management to selected contractors to manage the safe and cost- effective work completion of the assigned work program
    • Periodic involvement in the standby list
    • Conducts safety inspections and safety audits
    • Leads safety meetings and resolves safety issues; identifies non-conformances and takes timely action to document, resolve and close gaps
    • Manages projects through conceptual design, construction and energization stage ensuring safety, timeliness, cost and quality targets are achieved
    • Ensures equipment installations in compliance with regulatory requirements; Electrical Safety Authority (ESA), utility standards, municipal consent requirements, etc.
    • Leads, plans and processes for proactive safety and environmental programs
    • Project Lead supporting contract execution, construction completion and safe energization
    • Liaises with internal and external stakeholders on technical, operational and event management issues and be required to represent Toronto Hydro in meetings with outside agencies
    • Manages cost performance; certifies and releases payment in accordance with project completion
    • Identifies and implements productivity improvements and measurements and evaluates new tools, processes and equipment May handle escalated customer issues that arise in the field
    • May be required to participate in emergency response efforts during power system or grid disruption events

    REQUIREMENTS:

    • University Degree or Diploma in Engineering (Electrical/Power Line Technician preferred) and/or a Journeyperson Power Line Technician; a combination of equivalent related education, experience and certification may be considered
    • Five (5) years of experience post apprenticeship in the electrical utility industry, involved in electrical construction, maintenance, and operations of all electrical distribution systems
    • Three (3) years of supervisory/project leadership experience working in the electrical field an asset; a combination of leadership and training experience may be considered
    • Valid Class DZ (AZ preferred) Driver's license in the Province of Ontario
    • Knowledge of Occupational Health and Safety Act (OHSA), Toronto Hydro/Electrical Utilities Safety Association Rule Book, Utility Work Protection Code, Transportation of Dangerous Goods and relevant safety, electrical and environmental legislation and regulations
    • Familiar with reading electrical drawings, work protection codes, feeder/operating prints, overhead/underground work practices and standards
    • Strong project management skills with an understanding of project management methodology, project oversight and control of the sequence of work
    • Previous oversight of departmental spending, including materials, over time, and vehicle related expenses
    • Familiar with various computer systems/applications including safety performance tracking systems, accident/incident investigation techniques, work management and general office automation tools
    • Strong analytical skills, ability to interrupt complex engineering to make operational decisions
