Summary of Duties
Work Performed
- Inspects premises, identifies or verifies infractions, takes statements and prepares reports as required while carrying out Bylaw enforcement activities.
- Issues notices of contravention, Orders to Discontinue Activity, Work Orders, and may recommend legal action and/or the obtaining of a search warrant when necessary.
- Serves summonses when required and gives evidence in court related to bylaw infractions.
- Conducts inspection of properties under the Property Standards Bylaw and Vital Services Bylaw as a Property Standards Officer, and when required, issues Property Standards Orders and may recommend legal action. Identifies and reports unsafe conditions to Plan/Building Inspectors.
- Registers/discharges orders, oversees City initiated building demolitions.
- Coordinates and supervises cleanups and repairs of properties, graffiti removal, sign removal from City and private property, removal of goods and products from City property and repairs of swimming pool fences to City standards.
- Inspects new and existing swimming pool fences for compliance with the bylaw.
- Replies to lawyers' letters on property transactions manually or through the computer.
- Investigates noise complaints after hours and takes necessary actions to seek compliance with Noise Bylaw for qualitative noise complaints after hours.
- Conducts decibel readings and recommends to the Chief Municipal Law Enforcement Officer conditions for Temporary Noise Permits.
- Investigates Nuisance Bylaw complaints and seeks compliance with Nuisance Bylaw with respect to parties, odour, and other conditions, using specialized equipment as necessary.
- Conducts Investigation of Vacant Buildings Bylaw. Coordinates and supervises boarding of vacant buildings.
- Conducts Vehicle For Hire inspections and issues warnings/charges and removal of vehicle licenses.
- Collaborates with Municipal Law Enforcement colleagues and management regarding issues such as collecting and synthesizing information, undertaking research and analysis, problem solving, and formulating practical solutions and strategies.
- Furnishes zoning information in the field and on request to staff and public by telephone or written correspondence.
- Prepares and serves Provincial Offences Part I, and Part II Certificates, Part I Summonses and Provincial Offences Part III Summonses of the Provincial Offences Act. Attends Court, Tribunals, and Local Planning Appeal Tribunal hearings as required.
- Conducts related assessment, noncomplex title searches and certified vehicle ownership searches.
- Calculates fees for additional bylaw inspections in accordance with the Various Fees and Services Bylaw.
- Maintains accurate records, compiles material, prepares correspondence and reports on status of ongoing investigations relating to complaints.
- Takes measurements on various properties to determine property lines, building setbacks and driveway width.
- Operates a City vehicle when available.
- Required to work evenings and weekends.
- Performs related duties as assigned
Qualifications/Experience
Completion of a two (2) year college diploma in Police Foundations, or equivalent.
Minimum one year of experience in Municipal Law Enforcement is required.
Specialized Training & Licenses Skills and abilities in the following areas are necessary**:
Valid Class G Driver's License
Compensation and Other Information
$54,811 - $79,298 (Level 13)
This position is for 2 opportunities.
Hours of work:
Rotating shifts from 7am - 5pm Monday-Saturday.
NOTE:
Applicants may be required to complete a job related test.
