The Security Specialist is responsible for working closely with the Manager, Security in the development and implementation of processes and policies related to VFPA's responsibilities as described in the Marine Transportation Security Act.

This position is also responsible for the development and implementation of security-related projects specific to threat/risk and site assessments; the development, implementation and maintenance of business requirements for security infrastructure and systems security situational awareness; Transport Canada and law enforcement liaison activity; and VFPA employee security.


The Security Specialist will:
Transport Canada Port Master Security Plan & Liaison

  • Liaise directly with Transport Canada on matters related to VFPA's Port Master Security Plan and maintain daytoday responsibility over the Port Master Security Plan.
  • Develop amendments to the VFPA Port Master Security Plan and coordinate security drills/exercises in accordance with Transport Canada Marine Transportation Security Regulations.
  • Assist the Manager, Security in ensuring VFPA compliance with Transport Canada security audits.
  • Perform security threat/risk assessments, maintaining and develop internal security audits to proactively identify areas of improvement.
Security Program

  • Identify, develop and implement continuous improvements to directives, policies and processes within the security program that may result in impacts to internal and/or external processes.
  • As directed by Manager, Security develop and implement an ongoing review and audit based on internal processes, and policies within the Port Master Security Plan and inform of continuous improvement.
  • Plan, execute, monitor, report and close projects within the security program.
  • Develop, implement and provide training on employee security programs to build security awareness within the organization.
  • Develop, implement and promote VFPA security policy and procedures, within the port community
Operations

  • Assist Manager, Security with oversight, audit and compliance of contracted security service.
  • As directed by Manager, Security, act as the primary/lead contact for reviewing event security assessments and develop security plans for external events.
  • As directed by Manager, Security, identify, direct and brief additional executivelevel security as required.
  • Conduct security incident analysis and preevent intelligence analysis for VFPA activities and brief the Manager, Security.
  • Undertake regular, ongoing assessments of the access control measures and alarm systems for VFPA facilities and roadways. Develop and maintain detailed technical procedural documentation for security related systems.
  • Facilitate collaboration with VFPA Information Services department and relevant external stakeholders to identify operational security system improvements and efficiencies to minimize impacts to port operations as required.
  • Develop, recommend and implement security system projects as directed by the Manager, Security.
