This position is responsible for the entire management of the Procurement Services Branch a functional team within the overall supply chain management.

This Branch is integrated within the Financial and Strategic Services and reports to the Director Financial and Strategic Services.


The Manager, Procurement Services facilitates and coordinates the development, implementation, maintenance and validation of best-in-class procurement policies, strategies, processes, and procedures across multiple functional internal groups while emphasizing the achievement of best value for the County.


The success of this role depends on the ability to take into consideration overall risk cost / benefit with respect to efficient and effective business practices.


This position is accountable to the Chief Commissioner and Executive Team for corporate procurement performance and standards in the assigned specialty area by ensuring continuous improvement, legal compliance, and support of the County's business operations.


Responsibilities:


  • Oversee and manage the Notice of Awarded Contracts program, procurement card reconciliation, budget, integrity of vendor and purchase order integrity in Oracle, workload distribution, training of County staff in procurement processes, practices and procedures and is the procurement module owner and expert in the County's ERP system
  • Oversee procurement policy and strategy, lead the advancement of County procurement, develop procurement plans and strategies aligning with corporate, environmental, social and economic sustainability priorities, achieve best value for money, ensure current regulatory and policy requirements, recommend changes to policy, set procurement performance guidelines, ensure availability of tools and methods, administer vendor controls, evaluate policies and standards
  • Work collaboratively with Legislative and Legal Services to develop and maintain a set of procurement documentation standards, and document templates that support department needs.
  • Work collaboratively with Financial and Strategic Services to align internal financial controls with the procurement procedures, processes and training provided to the organization
  • Manage and negotiate complex procurement projects at the request of Council, the Chief Commissioner and Executive Team
  • Manage and maintain a procurement centre of expertise, promote excellence in customer service, and provide a quality assurance function for Council and Executive Team

Skills and Abilities

  • Current knowledge in the field of procurement and industry practices, including public procurement
  • Knowledge of the legislative framework within the New West Partnership Trade Agreement, the Canada Free Trade Agreement and the Comprehensive Economic Trade Agreement
  • Excellent client relations and interpersonal skills, combined with judgement and discretion
  • Excellent verbal, written and presentation skills, combined with the ability to negotiate and influence outcomes
  • Strong analytical, risk management and strategic thinking skills to manage a variety of responsibilities within a dynamic environment
  • Demonstrated management and leadership skills

Qualifications

  • Professional designation as a Supply Chain Management Professional (SCMP), Certified Public Procurement Officer (CPPO) or Certified Public Procurement Buyer (CPPB)
  • Bachelor's degree in business, finance or a related field with 10 years of directly related and progressive experience in the purchasing profession in a large corporation or government organization, including a minimum of 5 years of experience in a supervisory or leadership role
  • Extensive experience in public tendering, bid evaluation, contracting, contract management and laws of tendering
  • Experience in procurement governance, compliance, systems and data functions, and managing high dollar value projects in a continuous improvement environment
