WordPress Developer Needed for Script/Plugin Development

Job description
I'm seeking a WordPress developer to help me implement a missing functionality that enforces cooldown periods for digital coupons on our platform.
I'm offering a membership subscription. Paying members get access to coupons at local partners (restaurants, activities, etc.).All coupons are free WooCommerce products (PDF document) that can be downloaded right from the product page (no checkout process) using the Free Downloads for WooCommerce Pro plugin by WPEnhanced.
Access to the products is limited to subscribers using the Ultimate Membership Pro plugin by WPIndeed.At the moment, there is no limitation for how often coupons can be used. This is the functionality that I need to add.
To ensure that coupons can only be used every X days, I need a way to enforce "cool-down" periods for coupons.
Requirements:
- The functionality should prevent redownloads until the cooldown period has passed,
- The product page should display when the coupon will next be available (e.g. "Coupon can be used again in 14 days")
- If a user attempts to redownload a coupon before the cooldown period ends, they should get an error notification
- Admins should be able to set these limits individually per product or variation
Plugins used:
- Ultimate Membership Pro (limit coupon access to subsribers)
- WooCommerce (coupons are free digital products)
- Free Downloads for WooCommerce Pro (lets users download coupons right from the product page)
- PDF Ink Pro (stamps download date and time on downloaded coupon)
