IO's Development Enterprise Team engages new partners in new types of partnerships to promote the development and strategic management of publicly-owned assets.

The team develops commercial solutions, executes procurements, and manages assets across new asset classes and infrastructure sectors, including subways, transit-oriented development, and long-term care facilities.


To provide leadership over a segment of the Transit Oriented Communities (TOC) portfolio through the oversight of strategic transactions relating to TOC opportunities for the Province that reduce costs, increase revenue and improve overall service delivery, which includes supporting the Province in negotiations with the private sector.


What you will do:


  • Manage a network of strategic internal and external partnerships to facilitate the advancement of a segment of the TOC portfolio.
  • Represent the province during negotiations with the private sector / other levels of government.
  • Structure and lead discussions and communications with private sector stakeholders through market sounding and transaction implementation discussions. Lead established governance processes and workplans for projects, including appropriate Committees, and identification of internal and external advisors.
  • Oversee the formulated strategies and transaction structures that aim to optimize government assets. Lead discussions of business area objectives and strategy with the divisional executive, including preferred project types, potential clients, and solutions.
  • Ensure transaction leads at the Directorlevel manage the development and socialization of select TOC proposals and business cases with highlevel internal and external stakeholders, successfully take TOC transactions to market, and ultimately close them in coordination with broader transit infrastructure procurements. Provide guidance over the determination of project budgets and approach and ensure that all aspects of TOC transactions are delegated appropriately to team members.
  • Oversee the delivery of TOC transactions within established budgets, being accountable for both the quality and efficiency of services delivered. Lead the development of business cases, financial models, transaction documents, etc. in support of TOC transaction structuring activities. Includes oversight of Development Directors' project budgets and related documentation.
  • Validate communications and presentation materials and represent IO at seniorlevel briefings and decisionmaking tables within government.
  • Prepare briefing materials to support the issues management process for senior executives as well as Board of Directors.
  • Build team and individual skills and capabilities through training and industry discussions/ conferences/ events etc. Ensure a strong talent pipeline and work to develop a pipeline of individual contributors.
  • Support government approvals processes, including support for client ministry Treasury Board submissions, briefing materials, etc. as related to TOC transactions, direct deals and collect and compete sites.

Who you will be:


  • Postgraduate degree or the equivalent in depth and breadth of experience and/or a professional designation (e.g., P.Eng, MBA, CFA, CPA)
  • Knowledge of government priorities and approval processes; a clear understanding of interrelations of the government's mandate, priorities and deliverables; and awareness of potential public perception of suggested decisions and activities.
  • Over 7 years' experience in private and/or public sector leadership roles with increasing responsibility in financial/ professional services (e.g. development, engineering, management consulting, legal services, etc.), including over 5 years' experience in leading transactions related to real estate, development, infrastructure and/or service delivery.
  • Experience in: leading a team of professionals in an ambiguous environment; providing advice to senior decisionmakers on complex commercial transactions in the private or public sectors; managing complex and/or politically sensitive programs; and navigating the complexity of public and private sector relationships with a high level of business and political acuity.
  • Experience in leading multidisciplinary teams (including project teams and external consultants) in the delivery of complex development projects.
  • Experience in stakeholder management, including Ministry clients, municipal staff, Provincial and Municipal politicians, public engagement, and indigenous engagement.
  • Strategic and innovative thinker with an indepth understanding of business and government strategy and vision to effectively lead and formulate transactions.
  • Highly developed client relationship management skills and a strong ability in leading highprofile stakeholder interactions and influencing senior leaders.
