Description

Bring your planning, analytical, research and evaluation skills to the Public Health Strategic Policy, Planning and Communications Branch within the Office of the Chief Medical Officer of Health, Public Health in the Ministry of Health.

These positions offer challenging opportunities to support the planning, development, evaluation and implementation of population and public health system strategies, policies and, standards, and performance management frameworks.


Please note the following:

  • 1 permanent and 1 temporary up to 10 months with the Integrated Strategy and Policy Coordination Unit
  • 2 temporary up to 10 months with the Capacity, Planning and Standards Unit
The Ministry


Ministry of Health is responsible for administering the health care system and providing services to the Ontario public through such programs as health insurance, drug benefits, assistive devices, mental health care, home care services, community and public health, health promotion and disease prevention.

It also regulates hospitals, operates psychiatric hospitals and medical laboratories; and coordinates emergency health services.

The Office


The Chief Medical Officer of Health (CMOH) safeguards the health of Ontarians and provides advice on public and population health matters to the health sector, the division, Ministry of Health, other ministries and the provincial government.

The CMOH provides oversight and takes appropriate steps to promote and protect the health of Ontarians.

The Branch


The Public Health Strategic Policy, Planning and Communications Branch provides central locus for leading enhanced and integrated divisional and public health sector strategic planning and priority setting; communication; research, evidence synthesis, knowledge dissemination and evaluation; as well as the development, implementation and coordination of integrated policies, strategies and standards.

What can I expect to do in this role?: In this role, you will:

  • Participate in and support projects/initiatives to conceptualize, plan, develop, and implement strategies, policies, programs, standards, and performance management and evaluation frameworks related to the public health system in Ontario and improving population health outcomes
  • Conduct research, monitoring, analysis and assessment of socioeconomic and demographic data, funding models, indicators, statistics and other data required to support the Division and Ministry project initiatives
  • Build and foster critical stakeholder relationships across the division, ministry and ministries, as well as federal, provincial and territorial, and municipal jurisdictions
  • Draft a range of analyses, policy/research papers, briefing documents, cabinet submission and other legislative documents, and communications

How do I qualify?:


Research and Analytical Skills:

You have:

  • Skills in researching and analyzing quantitative and qualitative data and information
  • Experience using research and analytical techniques (e.g. literature reviews, survey techniques, performance measures and financial modeling)
  • Analytical and written communication skills to prepare complex analyses, detailed policy frameworks, draft materials for Cabinet submissions, recommendations, and briefing papers

Communication and Interpersonal Skills:

You can:

  • Interact effectively, and relay and exchange information
  • Work with internal and external stakeholders
  • Synthesize, prepare and present research results and analyses, policy/program design and financial submissions and briefing documents
  • Work effectively in a team environment

Technical Knowledge:

You have:

  • Knowledge of policy development and program design
  • Initiative and creativity to produce effective policy and program design/implementation plans for new/revised strategies, policies, standards and evaluation and performance management frameworks for the public health system
  • Knowledge of program analysis/evaluation techniques to assess the effectiveness of new/changed policies and programs and to provide recommendations on policy and program change

Project Management Skills:


  • You have knowledge and ability to use project management methodology to develop work plans/schedules and monitor proj
