Paracel Laboratories Ltd. is a full-service environmental and Indoor Air Quality laboratory. Our main laboratory facilities are located in Ottawa. Paracel laboratories also has an environmental chemistry laboratory in Hamilton and a mold and asbestos laboratory in Mississauga. Paracel has additional service depots located in Kingston, London, Niagara, Windsor, and Richmond Hill. We support a broad spectrum of projects for professional clients from across Canada. Our client base primarily consists of major environmental consultants, all levels of government and industry, predominantly located in Ontario.


The Opportunity:


We are growing rapidly, and currently searching for an energetic, detailed-oriented, and motivated
HR Generalist to build and manage our HR function, and help us identify and retain top talent.

You'll play a key role in overseeing and executing on recruitment initiatives, in addition to developing and implementing HR policies, programs and procedures around compliance, benefits administration, performance management and employee development.

This is a hands-on role providing full-spectrum HR support, and an outstanding opportunity to join a leader in the environmental testing industry.


Reporting to the Vice President you will be responsible for building high trust and impactful relationships with employees and leaders at all levels.

You'll put into action your knowledge of human resources functions to support and implement HR initiatives across the company to increase organizational effectiveness and positively impact business results.

Key Responsibilities:


  • Oversee, drive and execute on the delivery of full recruitment services including frontend needs analysis, advertising, sourcing, interviewing, and employee offers.
  • Research, develop and maintain job descriptions and competency models to ensure roles and responsibilities are clearly defined.
  • Oversee hiring and onboarding, employee departures, promotions, transfers, and leave of absences processes.
  • Develop, recommend, and implement innovative HR strategies and programs to support the recruitment and retention of top talent.
  • Implement and coordinate compensation planning and salary administration programs.
  • Support Managers across the company with performance management and employee relations matters.
  • Develop, recommend and implement various HR programs policies and procedures.
  • Interface and coordinate with finance all benefits planning and administration.
  • Ensure compliance with all provincial and federal legislation, regulations, and standards.
  • Participate and contribute to senior leadership team providing advice, recommendations and feedback on HR programs, plans and strategy aligned with business needs.
  • Advise and assist departmental managers on the interpretation and administration of policies, programs and best practices.
  • In consultation and collaboration with finance, manage employee data, including new hires, changes and terminations, and provide reporting as required.
  • Promote, support and establish employment development programs and strategies.
  • Communicate with internal/external stakeholders regarding HR plans, policies, procedures, laws, standards, and regulations.

Key Qualifications:


  • 47 years of HR experience.
  • A degree in HR or equivalent combination of education and experience.
  • Significant experience in recruitment and selection.
  • Handson and resultsdriven.
  • Highly organized; able to manage multiple deliverables at a given time.
  • Excellent English communication skills; verbal and written.
  • High degree of integrity, tact and discretion.
  • The ability to thrive in a collaborative, dynamic environment.
  • Proven conflict resolution and negotiation skills.
  • Demonstrated ability to drive positive change in processes and systems.
  • Proficient in the use o Microsoft Office Suite Products including Word, Excel, PowerPoint, Access and Outlook.
  • Indepth knowledge of webbased and HRIS tools, sites and techniques specific to recruitment and employee information.
