Manager, Sourcing Program

Reporting to the Director, Contract Management & Operations Office, International Programs, the Manager, Sourcing Program is responsible for providing and sharing expertise in contracting and procurement services on complex sales of goods and services as well as in the identification and development of international trade and procurement opportunities.

This includes a wide range of Canadian and foreign exporters of goods and services to foreign governments, international agencies and foreign private sector buyers.

Negotiates and manages complex or sensitive export contracts.


About the role

The Manager, Sourcing Program:

  • Leads and manages key customer accounts and relationships with other government departments.
  • Manages the performance of team members, recognizes employee contributions, creates learning opportunities consistent with employee and corporate objectives, identifies and manages training requirements in line with an employee's learning plan; develops and implements plans to maximize employee performance.
  • Provides contracting and procurement services on complex sales of goods and services to foreign government and international agency buyers in support of Canadian exporters and international suppliers; assists with the development of the needs analysis, prepares requests for proposals or quotes, analyses tenders/solicitations and recommends certification of bids, proposals, offers and signing of contracts.
  • Works with senior CCC management to develop and implement longterm procurement and supply strategies/priorities.
  • Represents CCC in complex negotiations of commercial contracts and contract amendments involving CCC, Canadian and foreign suppliers and foreign buyers, which may be negotiated outside Canada, in foreign environments, away from corporate headquarters support and guidance.
  • Facilitates the resolution of political, technical and financial difficulties related to the realization of complex, high profile, or sensitive export business transactions. Exercises contract signing and approval authority in accordance with established policies and procedures.
  • Manages export contracts from scope definition to completion. This includes tender preparation and bid evaluation, managing the payment process and analysing and minimizing project risks prior to award and throughout the contract.
  • Participates in trade development activities and explains and promotes CCC's role in export development to potential foreign buyers, other government departments and Canadian and foreign sellers.

Enough about us, let's talk about you.

  • You have a university degree in Commerce, Business Administration, Law, or other related discipline, or an acceptable combination of education, training and/or relevant work experience.
  • You have effective oral and written communication skills and experience preparing Executive and Board level presentations and briefings.
  • You are bilingual (English/French) imperative B-BB
  • You have at least 10 years demonstrated relevant experience including an acceptable combination of international trade, contract structuring/negotiation, project risk analysis, project/ contract/ risk management, financial administration, and/or business development.
  • You have demonstrated leadership and team management experience and/or experience mentoring junior staff and providing guidance and training.
  • You have a willingness to travel in Canada and abroad.
