Supervisor - Security Services (Continuous)

Parks, Recreation and Facilities Department:


POSITION FUNCTION
Reporting to the Manager of Facility Operations, the Supervisor of Security Services is responsible for the City's Security Program.

The Supervisor of Security Services is responsible for ensuring priorities are developed and managed effectively for all site-based protection and security services.

In consultation with stakeholders, this position is accountable for the development and implementation of policies, procedures, plans for protection and security services, and the management of confidential information relating to organizational risks and vulnerabilities.

The role encompasses both strategic and operational responsibilities, providing advisory and oversight functions to meet established targets.


KEY DUTIES

  • Develop and monitor the priorities and budget for the Security Program
  • Provide work direction to contractors ensuring effective management of significant security incidents
  • Provide recommendations and reports regarding securityrelated systems, risk assessments, safety plans, capital investment plans, programs, and policies
  • Initiate strategies to mitigate risks, optimize service delivery and manage resource utilization
  • Analyse data and trends and identify opportunities to mitigate securityrelated risks
  • Provide leadership and oversight on projects, collaborate with stakeholders on securityrelated needs, and develop relevant protection and securityrelated programs and services
  • Establish and maintain communication protocols with internal and external stakeholders
  • Organize and coordinate the effective deployment of security services with internal and external stakeholders, enforcement, and emergency response agencies.
  • Administer the City's electronic security systems (CCTV, panic alarms, etc.) in coordination with key stakeholders
  • Maintain accurate records and documentation, such as incident reports, contractor performance reports and securityrelated metrics, to monitor trends
  • Conduct threat risk assessments, safety and incident assessments, and develop and implement corrective actions, including postincident reports
  • Work tactfully and sensitively in a variety of situations, including exercising substantial discretion with highly sensitive and confidential information and identifying issues that require escalation
  • Monitor and control service standards, ensure quality, and take corrective action as necessary
  • Process invoices and financial documents
  • Lead procurement efforts for portfolio resources, including requests for proposals
Perform other related activities as required and where qualified.


INDEPENDENCE
Work is reviewed through regular reports and meetings with the manager.
Issues such as deviations from annual budget and approved expenditures are discussed with manager with recommendations.

KEY SKILLS AND ABILITIES

  • Subject matter expertise regarding security program development, including the use of technology
  • Working knowledge of relevant legislation
  • Ability to handle sensitive and confidential information with tact and discretion
  • Skilled in conflict resolution, including proactively identifying risks and mitigation options
  • Establish and maintain effective working relationships.
  • Ability to write reports and create and deliver presentations
  • Organize and prioritize the work of a section
  • Represent the City to the public and outside agencies.
  • Working level operation of City word processing, spreadsheet, and related specialty software.
  • Demonstrate the highest standard of professionalism, work ethic, and integrity

QUALIFICATIONS

  • At least a community college/diploma (2 years) or technical school
  • Advanced Security Training (AST) certificate or equivalent industry certification
  • Valid BC Driver's License
  • Occupational First Aid Level 1 (OFA 1)
  • Conflict resolution training preferred
  • Criminal record check

EXPERIENCE
4 years of management experience in security operations and security program development in contracted service environment.


Work schedule:
Monday - Friday, 35 hour work week


$49.44 per hour, Pay Grade 16 (Under Review)
