Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario's capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act.

The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk.

This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

What We Do
The
Enforcement (EN) Branch supports the OSC by delivering fair, vigorous and timely enforcement. The Enforcement Branch investigates and litigates breaches of Ontario securities law. Staff work closely with other securities regulators, self-regulatory organizations and law-enforcement agencies.

A strong enforcement presence helps to protect investors from unfair, improper or fraudulent practices, thereby fostering integrity of the capital markets.


The Opportunity


We are currently recruiting for a Manager, Market Abuse Team to lead a multi-disciplinary team of professionals who are responsible for investigating insider trading and market manipulation matters.


As the Manager, Market Abuse Team you will:

  • Manage market abuse file management activities, including case file acceptance and alignment with EN/OSC priorities, ensuring all case files are reviewed, investigated and managed within expected timelines to support desired target and results.
  • Collaborate with the Case Leads to monitor file progress ensuring investigations are conducted using established protocols and procedures and identifying and addressing potential areas of risk to OSC reputation due to case file actions.
  • Ensure appropriate resources are being allocated to support file management.
  • Manage escalated/assigned complex, sensitive case files and issues, reviewing documentation/issues with Case Leads, providing interpretations, direction, advice, and expertise.
  • Collaborate with the Deputy Director, Case Management and Senior Management team members on strategic issues such as establishing branch and project priorities.
  • Actively seek and champion innovations that incorporate the use of A.I. technology and data to keep abreast of developments in the industry locally and internationally.
  • Manage team budget and reporting activities, ensuring adherence to policy and procedures, supporting branch budget planning, and ensuring the timely preparation and delivery of all required financial reports and submissions.
  • Coach and mentor staff on performance, including annual performance management process, ensuring continued alignment of activities with Enforcement Branch priorities.
  • Manage collaborative relationships with internal/external stakeholders, ensuring services and team activities support stakeholder needs, and plans and initiatives are effectively implemented.

What you bring to the role

  • Relevant education and combination of experience
- for example, an undergraduate degree in accounting (or forensic accounting), law or related studies MBA or LLB would be an asset.

  • Proven leadership experience motivating, coaching, developing, mentoring and inspiring a multidisciplinary team.
  • Sound knowledge of the Canadian securities legislation and regulatory environment, criminal fraud, securities law issues and administrative/criminal justice systems.
  • Knowledge of enforcement of offences under the OSA, OSC investigative powers and procedures, and Commodity Futures Act.
  • Familiarity with and interest in A.I. tools with a focus on leveraging data driven strategies to support the future direction of the team.

  • Deep project/program development and leadership experience in areas such as investigations and/or policy within a regulatory environment.
  • Experience with detection initiatives and leveraging data analytics to support investigations.
