Role:


Alberta Environment and Protected Areas is transforming its environmental regulatory system to improve regulatory efficiency, oversight and stewardship of Alberta's natural resources.

This strategic transformation involves implementing a new regulatory assurance framework that ensures environmental regulatory assurance and establishes guiding principles and enabling components.

The comprehensive regulatory approach is risk informed, data driven, outcomes focused and integrated across the Water Act, Public Lands Act and Environmental Protection and Enhancement Act.


The Regulatory Excellence Advisor will:

- actively contribute to the success of the new regulatory framework and ensure it is functioning as intended, driving initiatives related to business excellence, performance enhancement and continuous improvement, and
- build strong relationships and work collaboratively across the ministry to ensure initiatives are coordinated and aligned within the regulatory system and will achieve system outcomes.


Primary responsibilities include but are not limited to:

  • Leading or supporting the design, implementation and maintenance of the digital regulatory assurance system to modernize EPA's regulatory system.
  • Providing leadership and undertaking project management responsibilities on projects to achieve regulatory excellence.
  • Supporting the development and implementation of internal management systems and implementation plans to achieve regulatory excellence.
  • Supporting cross divisional and cross ministry initiatives to enable coordination and alignment based on executive direction.


Activities will range across project life cycle, including identifying opportunities for regulatory excellence, building and leading task teams through consensus, managing feedback, supporting change management, leading or supporting data management and reporting, evaluating and identifying recommendations on business requirements and processes, managing issues, and communicating on progress.

Qualifications:


Required:


  • University graduation in natural science, social science, public administration, or a related field.
  • Minimum of four years of directly related experience.

Equivalency:
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Additional assets:


  • Experience in systems development and/or policy development and/or evaluation practices.
  • Experience in stakeholder relations, regulatory review and/or project management, and data/systems work.
  • Working knowledge and ability to interpret legislation, regulations and policy.
  • Project planning and project management skills, including ability to plan, direct, execute, evaluate and report on complex initiatives.
  • Strong planning, organizational and analytical skills essential to coordinating projects that require input from other government departments or regulatory bodies.
  • Excellent communication skills (verbal, non verbal and written) to communicate with staff and executive, both within and outside the ministry.
  • High level of self management, ability to function independently as well as lead and contribute within a team environment.
  • Experience working with SharePoint and Microsoft Office including Outlook, Word and PowerPoint.
  • Intermediate knowledge of Excel, including use of pivot tables, charts, and formulas
