Description

Under the general supervision of the Crime and Intelligence Analyst, the Intelligence Technician contributes in-depth knowledge to highly-sensitive portfolios within the Crime Analysis Unit (CAU), involving complex tasks with the highest consequences of error.

The Intelligence Technician reviews, collates, and extracts meaning from data across multiple sources, including internal databases, restricted databases from other law enforcement agencies, regulatory agencies, and open sources.


The Intelligence Technician increases the capacity of the Crime Analysis Unit by assuming responsibility for tasks related to intelligence analysis, investigative projects, and court disclosure.

The incumbent creates analytical products that are ready for use or dissemination by the Crime and Intelligence Analysts and Supervisor.

The position thereby enables Crime and Intelligence Analysts to focus on the highest-value products that require sophisticated analytical techniques or may necessitate court testimony.


As an Intelligence Technician
you will:

  • Gather information and intelligence to support communication data analysis (Production Orders, Transmission Data Records, and cell site analysis)
  • Perform open source research and data collection
  • Initiate analytical products and other Unit documents
  • Maintain and disseminate accurate occurrence data in CAU database
  • Other duties as assigned

Your education and qualifications include:


  • Bachelor's Degree, or an equivalent combination of education and/or experience
  • 36 months of experience gathering, evaluating, and extracting meaning from highly confidential and complex information, preferably in a criminal justice environment
  • Demonstrated intermediate level proficiency in Microsoft Excel
  • Demonstrated ability to communicate effectively orally and in writing
  • Possess strong research and analytical skills
  • Experience working with databases such as: RMS Niche, CPIC, ACIIS, and i2, an asset
  • Ability to work independently with minimum supervision
  • Possess good organizational skills, ability to multitask, prioritize work, and keep composed with the pressures of deadlines and high workload giving specific attention to details
  • Good problemsolving skills
  • Experience working with mapping software, an asset
  • Good working knowledge of Adobe
  • Ability to maintain confidentiality and protect sensitive information
  • Ability to learn new technology, programs, and processes as required
  • The ability to establish and maintain a positive, respectful, safe and healthy work environment that supports the physical, psychological and social working relationships with members at all levels in a team environment

Minimum Requirements:


  • Canadian Citizen or Permanent Resident
  • Minimum 18 years of age
  • No involvement in any criminal activity within the last two years (including illegal drugs)
  • No criminal record for which a Pardon has not been granted

Conditions of employment:


  • Ability to pass a level 4 Winnipeg Police Service security check and maintain clearance (reviewed every five years)
  • Ability to successfully complete additional training as defined by the Service
