Role:


Reporting to a Manager of the Child Care Transformation (CCT) team, this position provides coordination and support to policy, program, or projects on key strategic initiatives within the branch.

The branch is responsible for planning, developing and managing child care transformation for Alberta and implementing the $3.8 billion Canada-Alberta Early Learning and Child Care Agreement (ACELCCA).


This position will provide branch, committee and project coordination for the broader early childhood development and child care in policy, strategy and delivery.

The Policy Analyst will assist the Project Manager(s) and Program Manager(s) to implement the Early Learning and Child Care (ELCC) initiatives.

The Policy Analyst will ensure effective records management for projects, including managing shared drives and SharePoint. The Policy Analyst will support issue management, collate information, provide project coordination, monitoring data and performance management. These positions support the branch to ensure integration of programs impacting child care from strategy, policy and delivery.


This position supports projects to advance the Ministry's goal to provide an affordable, accessible, and quality child care system for Alberta's children and families.

This position function as part of a collaborative team and supports the work of the Branch by providing current and accurate advice, recommendations and support based on situational awareness and analysis of trends, research, and opportunities.


Responsibilities include but not limited to:

  • Oversees effectiveness and operational functioning for branch, committees and working groups
  • Manage all logistics, materials, meeting minutes, action items, issue log and records for branch, committee or working group.
  • Consults with Chair (Manager), to plan and prepare Agendas and supporting materials.
  • Reviews and updates the roles, governance and roles and responsibility documents.
  • Oversee the planning, coordination and documentation for projects and programs
  • Support the coordination of projects and initiatives related to child care transformation.
  • Manage issues, collate information and facilitate communication within the CCT team, CCYS division, crossdivisional and with other stakeholders to ensure issues receive the appropriate analysis and solutions.
  • Using expertise in project coordination, workflow processes and knowledge to assist and support the branch and program areas to address project needs and issues, and/or escalate for resolution.
  • Track all issues and develop project trackers to monitor and document.
  • Assist project or program areas in identifying solutions and strategies through research, analysis, or consultation to make appropriate recommendations on program or policy.
  • Ongoing collaboration and communication on processes and workflows to internal and external colleagues.
  • Support and/or draft a variety of reports, frameworks, decisions documents, presentations, reports and/or briefing notes as required;
  • Ensure all information from meetings, in the branch and shared across the division are easily accessible and readily available on shared drives, in a Microsoft product, or on SharePoint.

Qualifications:


Education:

University degree in related field (such as, but not limited to, Social Sciences, Business, Public Administration, Commerce, Economics, or Statistics) combined with a minimum of two years' progressively related experience is required.


Equivalency:
Directly related education or experience considered on the basis of:

  • One year of education for one year of experience; or
  • One year of experience for one year of education.
  • Knowledge of structure and operations of the Ministry.
  • Knowledge of Ministry, divisional and government strategic business plans.
  • Knowledge and government related policies, processes, and legislation.
