Job descriptionSettlement ManagerThe Immigrant Education Society (TIES) is a not-for-profit registered charitable organization that has been actively serving newcomers and low-income Calgarians since 1988.

TIES' primary goal is to provide immigrants and economically disadvantaged individuals with a solid foothold in Canada and afford them the opportunities to feel belonging in their new community.

TIES is governed by a Board of Directors made up of devoted community-minded volunteers and operates through funding from both government and private organizations.

From our humble beginnings, TIES has grown from five volunteers in a single office to an employer of about 180 dedicated staff members and over 200 volunteers.

Currently, we have over 40 programs and services geared toward the different segments of the population.

Purpose- Reporting to the Chief Programs Officer (CPO) - the Project Manager - Settlement Services (Term Position) is responsible for co-managing settlement programs at TIES, including but not limited to Mental Health, Information and Orientation, Referral and Community Connection, and others.

The incumbent is also responsible for planning, implementing and delivering high-quality services and ensuring all processes are performed promptly and efficiently.

Key Responsibilities- Coordinate and manage program delivery, evaluation and strategic issues to meet expected outcomes and meet community needs and funder requirements.


  • Initiate the ongoing development and implementation of innovative, relevant and efficient settlement programs and services.
  • Support the development and facilitation of orientation sessions, workshops and materials for targeted audiences.
  • Develop funding proposals to grow and enhance services and resources, including program development, planning, implementation and evaluation.
  • Manage the assigned program budget, cash flow, petty cash, and reimbursement and maintain resource and inventory list.
  • Initiate the ongoing development and implementation of innovative, relevant and efficient settlement programs and services.
  • Support staff in their efforts to assess the needs of newcomers and economically challenged Canadians through counselling, advising, and or referring internally or to other services, agencies or programs.
  • Provide ongoing training and assistance to staff around developing strategies to support newcomers in the community.
  • Ensure that staff has accurate and uptodate information about immigration and employment policies that may affect the immigration/employment status of new immigrants, such as permanent residents, Convention refugees, protected persons, and livein caregivers.
  • Ensure that timely financial and narrative reports are received from the project partners.
  • Monitor staff to ensure effective implementation and adherence to program guidelines.
  • Recommend new and/or revise policies or program administrative directives as necessary and ensure all organizational and program policies/procedures are followed by staff.
  • Develop annual work plans and review, monitor, evaluate and enrich programs to ensure highquality service that meets/exceeds contractual obligations and is supported by effective marketing strategies.
  • Oversee expansion through clientbased outreach, including community visits and the development of outreach materials in partnership with the communications department.
  • Conduct and participate in staff and team meetings and professional development opportunities as required.
