Job Description Summary


Working in partnership with UBC departments, the position is responsible for development, coordination, implementation and maintenance of processes and systems for emergency planning and continuity planning across the University.

This position is responsible for assessing needs and promoting awareness and acceptance of emergency planning and continuity planning for the campus community through creating, producing and delivering related resource materials.

Working with and reporting to the Advisor, Emergency Management and Continuity Planning, major responsibilities include:

Emergency Planning:

coordination of UBC s emergency preparedness program activities (including the University Emergency Management Plan, hazard specific response protocols, communications protocols and emergency taskforce supports) and coordination of Emergency Operations Centre (EOC), Emergency Response Teams (ERT) and Emergency Social Services (ESS) activities and training.


Continuity Planning:

coordination and maintenance of continuity planning activities across the campus with faculties and key administrative units, facilitation of training for continuity plan development, on-going program analysis and continual quality improvement of the Business Continuity program.

Organizational Status


This position reports to the Advisor, Emergency Management and Continuity Planning and works closely with the Safety and Risk Services team on university emergency preparedness initiatives.

This position also works with senior personnel in UBC administrative offices as well as faculties, departments and ancillaries.

From time to time, this position may assist with supervising and directing contract workers and work-study students.

Work Performed


Responsible for promotion, facilitating implementation and assisting in the development and maintenance of University-wide emergency preparedness and continuity planning processes and systems.

Emergency Preparedness

  • Under the direction of the Advisor, Emergency Management and Continuity Planning, coordinates University emergency preparedness program activities, including: maintenance of the UBC Emergency Management Plan, pandemic response plan, emergency communications protocols, departmental emergency and fire safety plans, emergency response team programs and emergency social services program.
  • Working with the Emergency Planning Steering Committee, participates in the planning, preparation, coordination and administration of the annual EOC exercise, including coordinating design team planning meetings, arranging of exercise logistics, preparing the master sequence of events list and drafting summary report for emergency planning exercises.
  • Supports the development and creation of tools and resources to assist administrative heads of unit, departmental managers, and local safety committees to conform to emergency preparedness programs.
  • Maintains and circulates templates for departmental Emergency and Fire plans.
  • Maintains the UBC emergency preparedness documentation and program activities while providing direction and advice on appropriate emergency preparedness and response.
  • Provides guidance and assistance in the development of departmental emergency manuals.
  • Coordinates technology solutions for Emergency Management initiatives.
Continuity Planning

  • Under the direction of the Advisor, Emergency Management and Continuity Planning, manages the continuity planning program, including the promotion, facilitation, implementation and sustainment of continuity planning processes and systems.
  • Supports the development and creation of tools and resources to assist administrative heads of unit and departmental managers to develop continuity plans.
  • Maintains and circulates training manuals, guidelines and templates for continuity planning.
  • Interacts and consults with senior University administrators, administrative heads of unit, departmental managers, and other UBC staff to provide guidance and direction, and advises on appropriate continuity planning approaches.
