As a part of its overall strategy YSM seeks to ensure that clear pathways to meaningful income are developed for each population group served.

Employment skills training is an important component along the pathway to meaningful income.

The Workforce Development team has been providing pre-employment training as a part of its programming for several years and has identified training as an important pillar of the model in addition to Employment Services and Employer Engagement.

The team is seeking an
Employment Skills Training Plan Consultant, to assist with the following:


  • Determining the effectiveness of current preemployment training offerings in preparing our participants for achieving meaningful income
  • Researching and collating best practices in preemployment training
  • Recommending changes or additions to be made to optimize the preemployment training offered by YSM
The consultant will work closely with the Workforce Development Director to fulfill the project deliverables outlined below:


Project Deliverables:


Deliverable 1:

Review of Current Needs and Evaluation of Current Employment Skills Training Offerings*YSM serves 3 priority population groups: Street Involved Youth, Adults Experiencing Chronic Poverty, Families in Need.

Currently YSM is delivering a number of employment skills training offerings through its Workforce Development programs:

  • Next Step
  • Employment Services
  • Youth Job Connection and Youth Job Connection Summer
  • Retention Achieved through Maximized Partnerships (RAMP)
  • Opportunities Fund


This first deliverable focuses on reviewing the training being delivered as a part of these programs to assess its effectiveness from a job readiness perspective.

A variety of methods may be used, including a desk review, observation and engagement of key stakeholders (YSM staff and participants).

Consideration will be given to current and projected labour market needs in determining what is effective.


Deliverable 2:
Research and collate best practices in Employment Skills Training


There are numerous opportunities for individuals to benefit from training which will assist them in gaining or improving their employment.

The intent is to gain a good understanding of what types of training are most effective in getting people into long term employment, including any information on new and innovative ways in which this training might be delivered.

Best practices might be uncovered through a number of avenues including:


  • Researching other Employment Service Providers
  • Data from think tanks


Included in this deliverable would be the identification of any opportunities for partnering with training institutions offering accredited micro-credentials programs.


Deliverable 3:
Recommendations on an Approach for YSM's Employment Skills Training

Based on the previous 2 deliverables, the consultant will deliver recommendations on an approach for YSM's Pre-Employment Training pillar.

This will include not only what we might do to deliver best practice training, but also the identification of any niche areas for the organization.


Deliverable 4:
Training Plan Development


Based on the above deliverables, and in consideration of the pending Employment Services Transformation, develop a plan YSM's Workforce Development department's training offerings.

The findings of the previous deliverables will guide the development of this plan.


Specific Requirements Include:


  • 3+ years experience in research and evaluation, including conducting qualitative research projects
  • Experience and proven ability to create research reports including clear recommendations and next steps
  • Education or experience in Career Development, Social Work, Human Resources or related field
  • Experience or knowledge of employment skills training models is an asset
  • Strong analysis and synthesizing skills. Excellent written/verbal communication skills
  • Ability to work independently and maintain timeline deliverables

RFP Requirements to Include:


  • Full proposal with timeline for completion of deliverables, including milestones and process for creating a training plan
  • Itemized outline of outputs/deliverables against proposed budget. Where applicable, please provide a breakdown of project milestones and invoicing amounts by milestone
  • Daily rate/fee
