Why is this role important?

  • Reporting to the Director, People and Workplace Operations, the Manager, is responsible for the Pay and Total Rewards portfolio at CIHI.
  • The Manager develops and delivers HR programs and services for the organization in the areas of total rewards, payroll, reporting and systems, and leave administration. The Manager provides expert advice in assigned areas of HR to support the organization and ensures CIHI's strategy and business objectives are met through uptodate policy, procedures and legislative compliance.
  • What you'll do
  • 1. Leads and manages employees, provides clear direction, effectively delegates and monitors performance results, motivates, coaches and develops others to create an environment that fosters high engagement, productivity and capability, leads and supports others through change, make decisions that balance the best interests of the team, the organization and its stakeholders; and leads by example by living CIHI's core values.
  • 2. Plans for and manages daytoday operations of the department and stewards all projects of the portfolio, ensuring that deliverables are met according to CIHI's Operational Plan and Budget. Develops the budget, operational and strategic plans for the department, reflecting priority needs of key stakeholders. Monitors progress ensuring projects and quality products are delivered on time and within budget.
  • 3.
Manages the development, implementation, monitoring and enhancement of assigned HR programs and respective budgets including, but not limited to:
total rewards, HR Systems, pay, benefits, pension and other offerings. Conducts research into human resources programs, activities and best practices to keep abreast of new trends.

Provides expertise and input into new and existing HR policies, practices and procedures to ensure they reflect applicable legislation, CIHI's corporate culture and align with CIHIs strategic goals.


  • 4. Oversees the delivery of total reward policies and programs (including compensation, salary planning, benefits, and pension) and performs regular reviews and promotion of total rewards programs and policies to ensure market competitiveness and staff adoption.
  • 5. Leads the payroll function by providing operational oversight to ensure timely delivery of pay to employees and ensures compliance with all relevant federal and provincial legislation, and policies and procedures related to the payment of salaries.
  • 6. Leads payroll and benefit modules enhancements. Responsible for the deployment of technological improvements, change management and creation of reports in line with industry best practices.
  • 7. Works closely with the Manager, HR Advisory and Talent Acquisition with respect to job evaluation/classification, staff movement, changes and new programs. Provides insight and participates in total rewards projects/initiatives as required.
  • 8. As part of the management team, identifies and supports operational efficiency opportunities.
  • What you'll bring to the table
  • Undergraduate degree in human resources/related field is required. Certified Human Resources (CHRL) designation is preferred. A Certified Payroll Manager (CPM) or Certified Employee Benefits Specialist (CEBS) or Pension Plan Administration Certificate (PPAC) or equivalent designation(s) is an asset.
  • 5 years progressive management experience in human resources. Demonstrated experience leading change and implementing new HR programs.
