The DSBN proudly serves 37,500 students with 4,500 staff in 79 elementary and 18 secondary schools across the Niagara Region, located between Lake Erie in the south and Lake Ontario to the north.
Reporting to the Manager of Purchasing and Central Services, the successful applicant will be a key part of the DSBN's Purchasing and Central Services team that provides reliable goods and services in a cost-effective timely manner with exceptional customer service.
The Purchasing Services Buyer will be responsible for a variety of duties including the administration of contracts (determination of contract terms, conditions and specifications); facilitate the evaluation process; prepare, review and analyze bid awards; conduct vendor debriefs; determine appropriate clauses to be included in bid documents; and monitor vendor performance.
Duties include but are not limited to:
Responsible for the procurement of assigned goods and services
Provide customer support for internal customers and external suppliers
Process and follow-up of purchase requisitions
Prepare and issue Requests for Proposals, Supplier Qualifications, Tenders, and Quotes
Evaluate competitive bids in compliance with established Ministry and DSBN policies and procedures
Review and update contract management schedule and advise business of upcoming renewals
Resolve internal customer and vendor issues
Regular review of Open Purchase Order report
Other duties assigned by the Manager, Co-Ordinator of Purchasing and Central Services
Participation in NIGP and OPBA courses and meetings is encouraged
Provide guidance to internal customers on DSBN Purchasing Policy and Procedure
Qualifications and Experience:
Enrollment or agreement upon hire to enroll in OPBA Principles Certificate Program is required
Working towards a designation or certification from a professional purchasing program (CPPB, CPPO, CPP designation or equivalent) is an asset
Demonstrated knowledge of purchasing principles, practices and techniques
Excellent written and oral communication skills
Knowledge of relevant legislation regulations and acts as it relates to the Education environment is an asset
Provision of a satisfactory Police Criminal Record and Judicial Matters Check from the last 6 months (or ability to obtain one) is a condition of employment.
