Senior Analyst, Operations Performance

II. Position Summary
Reporting to the Manager, Program Innovation and Reporting, the Senior Analyst, Operations Performance is responsible for assisting in the design and development of quantitative

reporting systems. The Senior Analyst, Operations Performance performs all other duties and responsibilities related to the position as required.


III. Key Tasks and Responsibilities

Operational Capacity and Efficiency

  • Support the development and implementation of systems and tools to support operational planning and reporting;
  • Develop or assist in the development of mathematical models such as simulation or predictive models;
  • Assess the impact of changes to operational systems on reporting products and tools;
  • Analyze business needs to develop functional/technical designs for solutions;
  • Define performance indicators to measure and report operational performance;
  • Conduct ongoing performance measurement program evaluation and systematic review, assessing the relevance and validity of performance indicators as they relate to the
achievement of operational objectives;

  • Coordinate all Business Intelligence report requests for the Operations branch;
  • Develop selfserve Business Intelligence reports;
  • Support the design of performance measurement plans for operational quantitative studies and trials.

Partnerships and Stakeholder Relations

  • Create, disseminate and present operational performance reports and statistical analysis to Senior Management and other stakeholders;
  • Provide full mathematical and statistical support to all branches, identifying trends and possible areas for improvement to facilitate targeting resources to risk;
  • Compile and disseminate medium and longterm traffic forecasts to internal and external stakeholders.

Contract Management

  • Manage contracts related to the provision of flight schedules, historical air traffic and air traffic forecast data and information.

  • Strong technical skills with an emphasis on analytical software;
  • Strong analytical skills with emphasis on quantitative analysis and a solid understanding of the principles of statistics;

  • Superior skills in research, analysis and problemsolving accompanied by an ability to synthesize and interpret complex information;
  • Ability to understand client needs;
  • Ability to communicate effectively orally and in writing;

V. Qualifications

Essential

  • Graduation with a degree from a recognized university or professional college with a specialization in mathematics, economics, computer science or a related field
relevant to the duties of the position;

  • Minimum of 5 years experience with data analysis, performance measurement methods, statistical concepts and reporting techniques; Experience drafting clear and
concise reports and presentations with a strong attention to detail;

  • Experience researching varied and complex issues from a wide array of inputs and sources and recommending solutions;
  • Demonstrated experience analyzing business issues and providing recommendations to management;
  • Demonstrated ability to interpret ambiguous information and seek solutions to problems.

Valuable

  • Experience using mathematical/statistical models and software such as SAS or SPSS;
  • Knowledge of the Canadian Air Transport Security Authority (CATSA) organizational structure, mandate, priorities, operating environment and its interrelationships with
other internal/ external government and industry stakeholders will be considered an asset


VI. Other Job Requirements

  • Must work from Ottawa head office as required;
  • Ability to work overtime as required;
  • Ability to travel as required;

  • Ability to obtain and maintain a Secret security clearance;
  • Be a Canadian citizen or permanent resident.

Salary:
$80,000.00-$85,000.00 per year


Schedule:

  • 8 hour shift
  • Monday to Friday
